She <br />noted the hearing process has begun and documents were being reviewed. She hoped to have the <br />paperwork completed by the end of the year. <br />MOTION/SECOND: Gunn/Mueller. To Waive the Reading and Adopt Resolution 8027 Giving <br />Preliminary Approval to the Proposed Issuance of a Health Care Facility Revenue Note Under <br />MN Statutes, Section 469.152 through 469.1651, as amended. <br />Council Member Stigney commented on the expense this project would have on the taxpayers in <br />Mounds View. For this reason, he did not support the bonding. <br />Ayes — 4 Nays — 1 (Stigney) Motion carried. <br />B. Resolution 8021, Abatement of Exterior Nuisance Code violations at 8379 <br />Red Oak Drive. <br />Housing/Code Enforcement Inspector Jeremiah Anderson requested the Council authorize the <br />abatement of exterior nuisances for the property at 8379 Red Oak Drive. He briefly summarized <br />the staff report, describing the exterior issues. The timeline of the case was reviewed noting <br />inspections were completed. Staff recommended approval of the abatement. <br />Mayor Flaherty commented that the issues at this property have been going on for years. He <br />explained the neighbors had brought their concerns to the City regarding this property, as the <br />value of their property was being affected. He discussed the items in violation on the property <br />and questioned where the items would be taken. Housing/Code Enforcement Inspector Anderson <br />commented that all trash would be removed and brought to an appropriate landfill site. He <br />explained that licensed or registered trailers/vehicles would be cataloged and put into storage for <br />30 days. After paying the necessary fines, the owner could have these items returned. He stated <br />the abatement would take place in the next five business days. <br />Council Member Mueller asked when the tent was erected on the property. Housing/Code <br />Enforcement Inspector Anderson stated the tent was erected after September and has a generator <br />and power cords running to the tent. <br />Council Member Mueller inquired if the home had electricity, running water or sewer service. <br />Housing/Code Enforcement Inspector Anderson explained these services had been shut off at the <br />homeowner's request. <br />MOTION/SECOND: Mueller/Hull.
