Mounds View City Council February 14, 2000 <br />Regular Meeting Page 12 <br />Roll Call/Vote: Thomason, Stigney, Marty, Quick, Coughlin <br />Ayes - 5 Nays - 0 Motion carried. <br />Mayor Coughlin commented that this was a difficult issue, and he was pleased that this portion <br />of the matter has been resolved. <br />Council Member Quick stated he had hoped they could take this matter a step farther, in terms of <br />the assessment policy, and have no assessments, at all. <br />Mayor Coughlin stated he would like the record to reflect that on this point, he and Council <br />Member Quick agreed. <br />Council Member Marty expressed his appreciation to Director of Public Works Ulrich and staff <br />for their work in preparing this matter for consideration. He stated they had done a good job. <br />Mayor Coughlin stated a variety of kudos have been extended over the months, adding that the <br />Streets Policies Committee, and its Chair, Mary Malrick, had worked on this matter, and various <br />Council Members had, at one point or another, spoken with that group, in this regard. He <br />explained that this was the end product of their labor, and he was certain they would be pleased <br />with it. <br />• B. Consideration of Resolution 5412, Resolution Appointing Police Civil Service <br />Commissioner <br />Mayor Coughlin stated he was in receipt of a letter of resignation from Robert Toberg, who has <br />served for some time on the Mounds View Police Civil Service Commission. He stated Mr. <br />Toberg extended his appreciation to staff and the City Council for all of the help they have <br />provided the Commission, since he was first appointed. <br />Mayor Coughlin stated with his acceptance of Mr. Toberg's resignation, that date, there were <br />now two positions to be filled on the Police Civil Service Commission. He stated he would offer <br />as a motion that the Council appoint Janet Quick to the full three-year term, and that Eric Miller <br />be appointed to fill the remaining term of Bob Toberg, now former Civil Service Police <br />Commissioner. <br />Council Member Quick inquired regarding the length of the term that was being vacated. Mayor <br />Coughlin advised that this was atwo-year term, with slightly less than this remaining. He added <br />that he was uncertain if the names of these appointees have been listed in Resolution 5412, <br />however, if the Council so desires, they would direct staff to add these names into the blanks. <br />MOTION/SECOND: Coughlin/Marty. To Approve Resolution No. 5412, a Resolution <br />Appointing Janet Quick to a three-year term to expire December 31, 2002, and Eric Bradley <br />Miller to fill the remaining two-year term to expire December 31, 2001, to the Police Civil <br />Service Commission. <br />Ayes - 5 Nays - 0 Motion carried. <br />C. Review of Golf Course Sign Proposals. <br />
