Mounds View City Council February 28, 2000 Regular Meeting Page 30 City Attorney Long advised that under Section 6.03 of the Charter, the term "Deputy Clerk • Administrator," is utilized in terms of the individual appointed to serve in the absence of the City Administrator, therefore, the Council may wish to amend the motion to reflect this terminology. Mayor Coughlin stated he would offer an Author's Amendment in this regard, and inquired if the Seconder also agreed. Council Member Marty agreed. Ayes - 5 Nays - 0 Motion carried. Council Member Quick stated he would reluctantly move to accept Chuck Whiting's resignation. MOTION/SECOND: Quick/Coughlin. To Reluctantly Accept the Resignation of City Administrator Chuck Whiting. Ayes - 5 Nays - 0 Motion carried. MOTION/SECOND: Marty/Coughlin. To Extend the Meeting to No Further than 10:30 P.M. Ayes - 5 Nays - 0 Motion carried. • F. Review of Airport Legislation Status. City Attorney Long stated this item was a brief review of the Airport Legislation status. He indicated that when they originally started the Session, they were uncertain whether or not they could achieve a compromise in one or both of the Chambers that might avoid a more extensive and costly fight in the Senate and the House. He explained that at this time, through some good work by Senator Novak, and some good fortune as well, the Bill has cleared the Senate Committee, and is now scheduled to go to the Senate Floor. City Attorney Long stated he had spoken with Representative Haake that date, and procedurally speaking, the Bill is currently sitting in the Rules Committee of the House. He explained that if there was a compromise between some of the key players, the Bill would go right to the House Floor in essentially the same form as it had the previous year, with a couple of amendments. He stated it currently appears that the compromise is taking place, therefore, Representative Haake would like to put the Bill in final form. City Attorney Long advised that the Bill would go to the House Environment Committee because of the wetland issue that has come forward. He indicated the Bill should clear this committee, and then go back to the Floor, however, in both instances there are some major Floor fights, in that the Metropolitan Airport Commission lobbying with full frontal attack against the Bill on both the House and Senate Floor. He stated they believe they have a good chance of succeeding • because of the new items they have learned related to the wetland issues, however, there are also some cost implications there that City Administrator Whiting may wish to address. City Administrator Whiting stated the cost of the efforts to date has met what was budgeted for the year, and additional costs would have to be determined and approved by the City Council.
