Mounds View City Council Apri124, 2000 <br />Regular Meeting Page 25 <br />Council Member Stigney stated the citizens voted for a different form of government for the <br />City. Council Member Quick inquired what year this vote was taken. Council Member Stigney <br />stated he believed this was m the 1970's, <br />• <br />City Attorney Long stated there were two ways to amend the Charter to specify a City Manager <br />form of government, which include laying out the provisions for this in the Charter, and keeping <br />all other provisions of the Charter intact. He explained that the other means to accomplish this is <br />set forth in Section 410.30 of the Statutes, which contains a provision for Abandonment of <br />Home-ruled Charter by Cities. He indicated that if this were utilized, the city would assume a <br />statutory city status, which governed under Plan A or Plan B. He explained that Plan B is the <br />City Manager form of government. <br />City Attorney Long advised that the Charter could be amended by essentially abandoning the <br />Charter, and replacing it in the same vote with the Plan B, which is the City Manager form of <br />government. He explained that in terms of direction, the Council should determine whether they <br />would desire to keep all of the elements of the Charter in place, and only amend the Section <br />pertaining to the City Clerk form of government, adding the City Manager, or if they would <br />desire to abandon the Charter in the proposal and replace it with Plan B, the City Management <br />form of government. He stated both of these methods involve the same procedure, and the <br />Council could submit them through the same process. <br />Council Member Quick requested legal staff research both options. Mayor Coughlin concurred. <br />Council Member Stigney stated he would like to see the pros and cons of both forms of <br />government, in terms of why the City would desire the City Manager form of government, versus <br />the current manner in which they are governed. Mayor Coughlin stated this information would <br />be inherent in the discussion. <br />Ayes - 3 <br />Nays - 1 (Stigney) Motion carried. <br />11.
