Mounds View City Council <br />Regular Meeting <br />July 10, 2000 <br />Page 5 <br />. Mayor Coughlin said their thoughts and prayers are with the Lindberg family at this time. He <br />added any other information on the funeral will be with the front desk secretary at City Hall. <br />There were no further requests or comments from the floor. <br />10. COUNCIL BUSINESS <br />Council Member Marty requested the following items to be added to next month's work session <br />agenda: <br />1) Consideration of water and sewer billing by usage. <br />2) Consideration of possible surcharge for water lines from City lines in the street to residents' <br />homes. <br />Council Member Marty explained the City is not responsible for anything from the City's lines to <br />the homes, and this could be a considerable expense to a homeowner. <br />The Council agreed. <br />Mayor Coughlin noted there has been an increase in criminal activity in New Brighton, including <br />a car jacking. He reported he has asked the Police Chief to give the Council an update as to the <br />activity there, how it may pertain to the City of Mounds View, and how they can work together <br />• to make the City more safe for everyone. <br />A. Public Hearing to Consider Ordinance 660, Implementing Franchise Fee on <br />Reliant Energy Minnegasco Natural Gas Operations within the City of <br />Mounds View <br />Mayor Coughlin opened the public hearing at 7:31 p.m. <br />Mayor Coughlin advised Minnegasco provides natural gas for two properties in the City of <br />Mounds View, and previously had not fallen under the franchise agreement as is NSP. He <br />explained that Ordinance 660 would charge fees to Minnegasco on services provided to those <br />two properties back to January 1, 2000. <br />City Attorney Riggs noted this was discussed at the June 12, 2000 meeting, and there is a brief <br />summary in the minutes. <br />Mayor Coughlin closed the public hearing at 7:32 p.m. <br />MOTION/SECOND: Marty/Thomason. To Waive the Reading and Adopt Ordinance 660, <br />an Ordinance Implementing a Franchise Fee on Reliant Energy Minnegasco Natural Gas <br />Operations within the City of Mounds View. <br />• <br />
