City Attorney Long stated the <br />Council asked them to prepare it and then the Council voted on it. <br />Council Member Quick stated this is not a question and answer time for the person at the dais <br />with the City Attorney, noting that Mr. Doty has made his comments. <br />Mr. Doty stated this is a situation where they had applied in time but the form was dated wrong, <br />as has recently occurred with City staff on other issues. He suggested this is a "heavy issue" and <br />not one the Council would just want to pass. He suggested the Council and Charter Commission <br />should look at this together. <br />Acting Mayor Stigney stated he supports allowing the Charter Commission to have an <br />opportunity to look at this and believes there was inadequate discussion at the Council level. <br />MOTION/SECOND: Stigney/Marty. To Accept Charter Commission Resolutions 2000-11, <br />2000-12 as the intention of the Charter Commission to comply with the 60-day period but <br />erroneously dated the resolutions. <br />Ayes - 2 Nays - 2 (Thomason and Quick) Motion failed. <br />Mayor Coughlin was not present for the vote. <br />MOTION/SECOND: uick/Thomason. To Re~ect Charter Commission Resolutions 2000-11, <br />Q J <br />2000-12 and the request for the extension, as the proper documents were not submitted with the <br />given time period. <br />Acting Mayor Stigney stated he feels this would not give the residents something to vote for. <br />Council Member Quick stated it would give the residents the opportunity to vote on it and the <br />Council should not take that opportunity from them. He noted the Charter Commission has had <br />ample time to deal with this issue <br />Acting Mayor Stigney stated it was approved by the Charter Commission on July 13 and there <br />was no August meeting due to the lack of a quorum. He stated the actual document was just <br />misdated so it is up to the Council's discretion to allow the Charter Commission to review the <br />document and provide recommendations if there should or should not be any changes. <br />Council Member Marty stated if this is dragged on, it delays putting the question on the ballot. <br />City Attorney Long reviewed the timing issue, stating his understanding the date for submitting <br />language for the November election is September 19 so granting the 90-day extension would be <br />beyond that date. He stated if the Council wants this on the November ballot, the only way to <br />. assure that happens is to not grant the extension. <br />Council Member Marty stated he would like the people to have the opportunity to decide without <br />the need for a special election. <br />
