Mounds View City Council February 26, 2001 <br />Regular Meeting Page 15 <br />Director Ericson stated he would rather the Council not make the requirement that the fence be <br />constructed on Mr. Zwirn's property. He stated he thought Council could simply require that an <br />eight (8) foot fence be constructed and let Mr. Zwirn and Mr. Mezzenga determine the location <br />of the fence. <br />MOTION: Quick. To Waive the Reading and Approve Resolution 5527, a Resolution <br />Approving a Development Review for an Office Building at 7664 Greenfield Avenue, with the <br />Stipulation that the Fence Would Run from the Southeast Corner Starting at Four (4) Feet, <br />Increasing to Eight (8) Feet to Screen the Zwirn Property and Gradually Tapering Down to Four <br />(4) Feet at the Northwest Corner Eliminating the Lilac Plantings. <br />The Motion died for lack of a second. <br />Council Member Stigney asked if there was anything Mr. Mezzenga and Mr. Zwirn could work <br />out between them. There was no comment from Mr. Mezzenga or Mr. Zwirn. <br />Council Member Thomas stated she felt cut through pedestrian traffic would be solved by a short <br />fence running north to south. She stated people gathering in that corner is Mr. Mezzenga's <br />problem to deal with and anything else on the other side is an issue to address with Tom Thumb. <br />She then stated she does not see a need to legislate these extremes. If loitering is an issue it can <br />be solved with the property owner. <br />MOTION/SECOND: Stigney/Sonterre. To Waive the Reading and Approve Resolution 5527, a <br />Resolution Approving a Development Review for an Office Building at 7664 Greenfield Avenue <br />with the Stipulation that the Developer Construct an Eight (8) Foot Fence from the Southwest <br />Corner Running East the Entire Length of the Property to the Front of Mr. Zwirn's Residence <br />where the Fence would Taper down to Four (4 Feet) to Greenfield Avenue. <br />Mr. Mezzenga asked if Council was requiring an eight (8) foot fence on the north south line also. <br />Council stated it was not. <br />Mr. Mezzenga stated he had already planned on a six (6) foot section of fence running north <br />south noting there would be a gate to access the area between the two fences. <br />Ayes - 5 Nays - 0 Motion carried. <br />B. Continued Discussion and Review of Golf Course Feasibility Study. <br />Mayor Sonterre asked if Council would still like to speak for one hour on this matter in light of <br />the late hour. <br />Consent was reached to allow the meeting to go until 10:00 p.m. at which time it would be <br />decided if the discussions should be continued. <br />
