Mounds View City Council May 14, 2001 <br />Regular Meeting Page 2 <br />• It was the consent of Council to schedule an Administrators/Council retreat for February 8, 2002 <br />and February 9, 2002. <br />Council Member Quick reminded Council Members that, in the event of a disaster within the <br />City, Council Members need to report to City Hall and not the site of the disaster. <br />Mayor Sonterre asked Chief Clark if Mr. Brick could come to a Council meeting to update <br />Council and residents on the emergency procedures for the City. <br />Chief Clark told Council he would ask Mr. Brick to come to a meeting and noted he would <br />provide a new book on emergency procedures. <br />Council Member Marty expressed concern that the last four golf course meetings were cancelled. <br />He then asked that a meeting be scheduled prior to the next regularly scheduled meeting. <br />A golf course meeting was scheduled for June 4, 2001 at 5:00 p.m. <br />Community Development Director Ericson reported that Minnesota Institute of Public Health <br />would be installing a four (4) foot tall retaining wall along the pond. He explained that Rice <br />Creek Watershed had determined there was an issue with the easement to cover the pond and <br />rather than go through the process required Minnesota Institute of Public Health determined it <br />would be easier to install the retaining wall now. Director Ericson then clarified that this <br />i retaining wall was not the same type of retaining wall that would have been required had the <br />building been pushed back on the lot. The retaining wall to be installed will be four (4) feet tall <br />and the retaining wall that would have been required in order to push the building back on the to <br />would have needed to be ten (10) feet tall. <br />Community Development Director Ericson reported that he had received many telephone calls <br />concerning the removal of trees at the Pinewood Elementary School site. He explained that the <br />representative from Perkins & Will had indicated that the parking lot had been reconfigured and <br />suggested that only one tree would be lost. Director Ericson explained that the Planning <br />Commission had received a removals plan that indicated that nine trees would be removed <br />because they were either in the way of the building expansion or the parking lot expansion. He <br />then apologized that Council did not receive a copy of the removals plan for review. <br />t <br />Director Ericson explained that he was not sure why the tree removal was misrepresented to <br />Council other than it was a mistake. He then indicated that Staff takes some of the blame for not <br />making sure Council had all the plans. He also noted he had sent a letter to residents explaining <br />the misunderstanding. <br />Director Ericson noted there was a safety meeting with residents and it seems the anger <br />surrounding the tree loss has subsided. He noted that all trees lost would be replaced and said the <br />City Forester is working with the school district's landscape architect to make sure the trees <br />• replaced fit City requirements. He then asked for Council concerns and comments. <br />
