• <br />• <br />Mounds View City Council <br />Regular Meeting <br />September 10, 2001 <br />Page 3 <br />City Administrator Miller indicated she did not have the numbers in front of her and invited Mr. <br />Jahnke to stop by her office the following day to have his questions answered. <br />Council Member Stigney questioned whether it was okay for the City Council to approve an <br />expenditure that is in violation of a state statute. He then indicated he was referring to the <br />$460.00 expenditure for the Ulrich going away party. <br />City Attorney Riggs clarified that whether or not the expenditure is allowed by state statute <br />depends on exactly what the party is for and noted there are ways to set it up so that it would be <br />allowed. He then indicated that he is not sure how the events were set up in the future and said <br />he had not been asked to research the matter. <br />Council Member Stigney requested the City Attorney research the expenditures and report back <br />to Council. <br />William Werner of 2765 Sherwood Road questioned how the City could get around the laws <br />concerning the expenditures by using a loophole. <br />Mayor Sonterre indicated that the statute does allow for events to be paid for that are informative, <br />educational and maybe of a social nature. <br />Mr. Werner questioned which way the Mayor would prefer to lean, toward using resident's <br />money and sneaking around the law, or toward following Mr. Jahnke's suggestion to stop <br />spending taxpayer dollars. <br />Mayor Sonterre noted that each elected official on the Council lives in the City and pays taxes. <br />He then noted that Council had taken action to ensure that the activity would be eliminated in the <br />future. <br />6.
