Mounds View City Council September 10, 2001
Regular Meeting Page 6
Mr. Peters confirmed that all associated costs were included in the estimated figure but clarified
it is an estimate.
Ronald Morgan of 2656 County Road H2 questioned whether the road project was a "done deal".
He also questioned how the survey was sent out. He then indicated that he wondered why the
City of Mounds View would want to pay to provide a truck route through the community. He
further stated that he does not feel the road is beneficial to the residents of the City and said he
would like to have more input from residents who live on County Road H2.
Mayor Sonterre told Mr. Morgan it was not a done deal and explained Council will use resident
input as part of the decision process.
Public Works Foreman Pittman indicated he was aware that notices were sent out to all the
residents but said he was not sure exactly how the residents were notified.
Council Member Marty indicated he had received four or five telephone calls concerning the
survey which indicates that the surveys were received by some residents.
Mr. Morgan indicated there were residents in the area that did not get the survey.
Council Member Thomas questioned how residents could suggest that they were not aware of the
plan to reconstruct County Road H2 because the City has made three attempts to obtain feedback
from the neighborhoods involved.
Jeff Dunnell of 5279 Sunnyside Road indicated he was a new resident and had not received the
mailings. He then requested he be sent a survey so that he could submit his preferences for the
road construction. Mr. Dunnell then indicated he was concerned that the movie theatre and the
apartment complex generate a significant amount of traffic that impacts County Road H2.
Council Member Stigney suggested that the City provide a copy of the survey to anyone who
indicates they have not yet filled one out. He then indicated that he had expressed concern at the
work session because the majority of those who returned the survey voted for something other
than to reconstruct. He further stated the City should consider how to reconcile what those
people would want for the roadway.
Mr. Peters indicated he was directed to provide a report based on a total reconstruction to state
aid highway standards.
Council Member Stigney questioned whether Council would authorize sending out more surveys.
Council Member Marty indicated that he had no problem with allowing those residents that had
not returned a survey to do so. He then noted in driving on County Road H2 it is apparent it is in
need of repair.
