Mounds View City Council October 22, 2001
Regular Meeting Page 2
• investigation by the City. He then indicated that he had evidence to indicate that Council
Member Marty has lied to Council and the residents of the City and he feels that contact with yet
another individual under investigation by the City is an additional improper contact that causes
him concern.
Mr. Coughlin expressed his outrage that, even with the weight of everything in the document,
Council Member Marty would vote to reinstate the individuals to their former employment with
the City. He then stated that he thinks it speaks volumes to the lack of representation of the City
by Council Member Marty. He further indicated that not only did Council Member Marty take
an oath of office on a bible, but he took that oath on the Coughlin family bible and swore to
uphold the law.
Mr. Coughlin then said he was at the meeting to express his outrage that there seems to be
something afoot and stated he has not been able to put all of the pieces together because of the
closed door meetings. He then stated that "something doesn't smell right in Denmark."
Mr. Coughlin then stated that when he was Mayor, David Jahnke had come to him to express
concerns regarding the golf course. He then indicated that he had apologized to Mr. Jahnke
privately and now is doing so publicly for dismissing his concerns and not taking him at his
word.
Mayor Sonterre asked City Administrator Miller if the word "investigate" was appropriate to use
when referring to the Innovative Images matter.
City Administrator Miller indicated that she could not give a legal opinion on the matter but said
Staff has been referring to it as an investigation as far as the auditor is concerned.
Jerry Linke of 2319 Knoll Drive explained that he was trying to get the Mayor's attention with
his hand signals because he was under the impression residents were not allowed to ask questions
of anyone other than the Mayor. He then said, "as usual, Mr. Coughlin is speaking out of another
orifice of his body."
Wendy Marty of 2626 Louisa Avenue handed out information to Council and then explained that
there were several documents regarding the fitness equipment at the Community Center that was
purchased from TSS that is owned by Mayor Sonterre. She then indicated that the City had been
told the equipment was being sold at cost and said she had evidence of that in the Park and
Recreation minutes from December 11, 2000. She further indicated that she has a statement that
indicates that Mr. Sonterre made a profit of $721.00 on the sale. She also indicated that the
equipment sold to the City was for in home use only and was not commercial grade equipment.
Ms. Marty indicated that using current interest rates TSS owes the City $219.77 interest on the
money for using the money for almost six months before providing the equipment. She then
noted the total owed from TSS to the City is $941.43.
•
