Item No: 051 <br /> Meeting Date: February 10, 2025 <br /> MUL-NDIS, <br /> VVtE-W <br /> Type of Business: Consent Agenda <br /> Administrator Review: <br /> city of mounds View Staff Report <br /> To: Honorable Mayor and City Council <br /> From: Rayla Sue Ewald, Human Resource Director <br /> Item Title/Subject: Resolution 10054, Approving the Hire of Joseph Ulrich to the Public <br /> Works Lead Streets & Stormwater Worker Position <br /> Background: <br /> On January 10, 2025, the Public Works Lead Streets & Stormwater Worker position was vacated due to a <br /> retirement. The position was posted according to the Public Works Labor Agreement, internally for five (5) <br /> days, and then posted externally. <br /> Discussion: <br /> Staff interviewed three candidates for the position. Joseph Ulrich has over 14 years of municipal public <br /> works experience. The interview panel found him to be an ideal candidate for the position. <br /> Mr. Ulrich would be a member of the Public Works Collective Bargaining Unit. Due to Mr. Ulrich's 14+ years <br /> of maintenance experience within Public Works, staff requests to treat Mr. Ulrich as a lateral transfer, <br /> starting his wage at Grade 6, Step 6 of the pay scale. Additionally, Mr. Ulrich requested to receive a higher <br /> vacation accumulation of 19 days per year(based on the 14-year work experience) and after an additional <br /> year with Mounds View, increase to the 20 day per year rate. When Mr. Ulrich reaches his six-year <br /> anniversary, he would advance to 25 days of vacation. This request aligns with years of service within the <br /> personnel manual. Also, Mr. Ulrich requested to have 40 hours of vacation on the books when he begins <br /> his employment. The City has accommodated other employees making similar new hire negotiations. Staff <br /> and the HR Committee agree with the requests and look forward to Mr. Ulrich joining the Public Works <br /> team.
