Sathe, Assistant City Attorney <br /> DATE: January 22, 2025 <br /> RE: Cannabis Regulatory Decisions <br /> The enclosed draft ordinance includes both the administrative and zoning provisions related to <br /> cannabis regulation in the city. The draft ordinances are based on city council feedback provided <br /> at previous council meetings. <br /> The administrative section establishes the process for cannabis retailers to register with the City <br /> prior to making any sales to the public and outlines the enforcement process related to cannabis <br /> businesses. <br /> The entire ordinance is being provided in full for context, however, the sections related to zoning <br /> still must go through the zoning amendment process. Section 1 of the enclosed are the <br /> administrative regulations and Section 2 of the ordinance contains the zoning provisions. <br /> Additionally,the buffers contained in Section 121.008 of the administrative section will be part of <br /> the Planning Commission's review and are referenced in the zoning section when a cannabis <br /> retailer is mentioned. <br /> Proposed Schedule <br /> • January 27—First Reading of Administrative Provisions <br /> • February 5 —Planning Commission Consideration of Zoning Provisions <br /> • February 10 — First Reading of Zoning Provisions / Second Reading of Administrative <br /> Provisions <br /> • February 24— Second Reading of Zoning Provisions <br /> This bifurcated process is being proposed to put the administrative process in place as soon as <br /> possible in case the Office of Cannabis Management begins processing certain applications in <br /> February and March.
