Item No. 8D Meeting Date: February 24, 2025 MOU-N-MS VIEW Type of Business: CB Administrator Review: City of Mounds View Staff Report To: Honorable Mayor and City Council From: Don Peterson, Director of Public Works/Parks and Recreation Item Title/Subject: Resolution 10064, Requesting Municipal State Aid Funds Advance for the Ramsey County 2024/2025 Mounds View Boulevard Improvement Project County State Aid Project 062-610-006, Municipal State Aid Project 146-020-014 Introduction / Discussion: Ramsey County will be replacing the traffic signals on Mounds View Boulevard to include the following cross streets, County Road H, Woodale Drive, County Road H2, Edgewood Drive, County Road I, Silver Lake Road and Red Oak Drive. The City of Mounds View is required to cost share for the signal lights at Woodale Drive, County Road H2, Edgewood Drive, and Red Oak Drive. Ramsey County has estimated the City's cost portion of the project to be $1,051,323.01. Staff has learned that the City can request a onetime advance of State Aid Funds to help cover the project. Staff met with the representative for State Aid and presented the financial burden this project would have on future City street projects; create further delays or postponing future projects. Strategic Plan Strategy/Goal: Maintain and Plan for Infrastructure Improvements. Financial Impact: No Impact to the 2025 Budget, as repairs are budgeted in the Street Improvement Fund 485-4470-7050, for this project. Recommendation: Staff is recommending the City Council approve the attached resolution requesting an advance on the full amount of the project costs of $1,051,323.01 from State Aid to be applied to the Ramsey County Traffic Signal Replacement Project.
