Item No: 8E <br /> Meeting Date: February 24, 2025 <br /> MOUNDS VIEW Type of Business: CB <br /> Administrator Review: <br /> City of Mounds View Staff Report <br /> To: Honorable Mayor and City Council <br /> From: Don Peterson, Director of Public Works/Parks and Recreation <br /> Item Title/Subject: Reviewing the City Diseased Tree Removal Policy and Adopting <br /> Resolution 10066 for the Tree Removal Program <br /> Background/Discussion: <br /> Public Works facilitates the Forestry duties for the City, these duties include but are not limited to <br /> maintaining the trees in/on City grounds and ROW (Rights of way), and as per City code, diseased <br /> trees regarding private Elm, Oak and Ash trees. <br /> In 2022 Staff began to notice an increase in the number of ash trees infected by Emerald Ash Boer <br /> (EAB) many of which are privately owned trees. Staff also has identified an increased number of <br /> private oak trees infected with Oak Wilt exasperated by the recent drought years. <br /> The current policy / practice includes entering into an agreement with a tree removal contractor, to <br /> provide set costs for City and private tree removals. <br /> The Arborist notifies the property owner of the diseased tree(s) on the parcel and the associated <br /> removal costs. Once communication is received by the property owner, the Arborist provides a list of <br /> trees to be removed to the Contractor. Once the trees are removed the contractor invoices the City <br /> for the total removal costs, Finance is provided the address and amount(s) for the private trees and <br /> the property owners are invoiced for the removals.
