Mounds View Police 2024 Synopsis <br /> This year was an extremely difficult year in the law enforcement community due to <br /> several officers dying in the line of duty. Those officers/first responders include <br /> Burnsville Police Officer Matthew Ruge, Burnsville Police Officer Paul Elmstrand, <br /> Burnsville Firefighter/Paramedic Adam Finseth, Minneapolis Police Officer Jamal <br /> Mitchell, Park Ranger Kevin Grossheim, and Red Lake Nation Police Officer Jesse <br /> Branch. This is a constant reminder how dangerous law enforcement is and why it is <br /> extremely important to invest in high level training, necessary equipment to protect <br /> officers, and modern technology in order to keep our officers safe. <br /> The Mounds View Police Department continues to strive to improve levels of proactivity <br /> and outreach while, like most police agencies, struggling to hire quality police <br /> candidates. This year was challenging with manpower and staffing levels. The main <br /> focus in 2024 was to continue to hire quality candidates. Fortunately, we were able to <br /> hire Officer Tennison and Officer Tan who both are on solo patrol now and are doing <br /> very well fitting into the MVPD culture. We look forward to their positive contributions in <br /> the future. We also hired three interns (Jordan Hofineister, Mitchell Borrowman, and <br /> Hannah Sogard) who helped out with the front office, outreach events, and various <br /> other tasks. We also hired two CSOs (Asa Overton and Sophia Frey)this year in order <br /> to help out officers working the streets. CSO Overton was a Mounds View PD Reserve <br /> who was hired as a CSO. <br /> There has been several opportunities for specialty assignments throughout the year. At <br /> the end of 2023, Jeremy Hellpap was promoted to Deputy Chief and Riley Solz was <br /> selected as the new investigator. The investigator position will be a rotation position in <br /> order to allow for more opportunities for the officers. Due to the VCET Investigator's <br /> hard work, dedication, and proactive investigative efforts, we decided to extend his <br /> specialty position three more years (possible extension two more years after that) and <br /> he was also selected and approved as a Drug Enforcement Agency Task Force Officer <br /> (DEA TFO). This will be a great opportunity and experience for this investigator. Lastly, <br /> we conducted a sergeant process at the beginning of 2024. After an extensive selection <br /> process, Sydney Dison was selected as the new patrol sergeant (4th sergeant). She is <br /> the first female sergeant in Mounds View PD history. We know she will do a great job <br /> and we look forward to her positive contributions in her new role. <br /> Despite staffing levels, officers continue to be proactive while still committing to <br /> numerous outreach events. Mounds View officers responded to almost 10,400 calls for <br /> service which includes aggravated assaults, domestic assaults, sexual assaults, <br /> robberies, and burglaries. Our Violent Crime and Enforcement Team (VCET) <br /> investigator continues to address large and small narcotics cases. Numerous arrests <br /> have resulted in not only felony or federal charges but have taken dangerous <br /> individuals, narcotics, and firearms off the streets. For a variety of reasons, these cases <br /> and arrests have made a direct positive impact to our community and the quality of life <br /> in Mounds View. Our VCET investigator's team was recognized by the United States <br /> Attorney for several narcotic arrests involving a large-scale drug trafficking organization. <br /> Traffic enforcement efforts continue to be a priority. We work closely with the Toward <br /> Zero Death (TZD) and the Ramsey County Traffic Safety Initiative (RCTSI) programs in <br /> order to address traffic needs through enforcement and education efforts. Sgt. Dison <br /> has been our TZD/RCTSI coordinator for the past couple years. <br />
