Mounds View City Council March 25, 2002 <br />Regular Meeting Page 22 <br />• Council Member Thomas commented that, if they are not going to be responsible for security of <br />the building it is not fair to have a security problem on the premises that they are not responsible <br />for. <br />Mayor Sonterre asked City Administrator Miller to look into the matter. <br />Council Member Stigney indicated it was possible to add cameras in the future. <br />Council Member Thomas said she feels the City needs to identify weak spots in the security <br />chain. <br />MOTION/SECOND: Thomas/Marty. To Waive the Reading and Approve Resolution 5723, a <br />Resolution Authorizing the Purchase of Video Monitoring Equipment for the MVCC. <br />Ayes - 5 Nays - 0 Motion carried. <br />O. Resolution 534, a Resolution Approving a Wetland Alteration Permit and <br />Lease Agreement for the Expansion of the Clear Channel Billboard at 2373 <br />County Highway 10 <br />Community Development Director Ericson indicated that the City was holding off issuing the <br />• wetland alteration permit until the applicant had received approval from Rice Creek Watershed <br />District. He then indicated that Rice Creek Watershed has approved the permit without any <br />stipulations or suggestions. <br />Director Ericson indicated he had reviewed the wetland alteration permit requirements and all <br />have been satisfied. He noted that this amounts to a total filling of 100 square feet. The City <br />Forester has reviewed the plan and had no issue with it. <br />Director Ericson indicated he had added a stipulation that says complete removal of trees shall <br />not be allowed. He then commented that a previous submittal had suggested a 55 foot deep <br />parallel section to the right of way cleared to maintain visibility and noted the City is not <br />agreeable to that. <br />Director Ericson indicated it does appear that some trees and shrubs will be removed on the <br />periphery but not much has changed. He then indicated that thorny briar bushes will be planted <br />inside the structure to keep people out. He further indicated that the City Attorney has approved <br />the easement agreement. <br />Director Ericson noted the initial payment of $50,000 would come to the City with the issuance <br />of the permit and the annual payments will follow. <br />Council Member Thomas said that by voting to approve this she is trusting Community <br />. Development Director Ericson a lot because she is concerned with any tree removal and will be <br />the first to call if trees that are not to be removed are. <br />
