• <br />1r~ <br />u <br />Mounds View City Council Apri122, 2002 <br />Regular Meeting Page 14 <br />Council Member Marty commented that this usage seems to fit the property better than the <br />development that came to the City a few years ago. <br />Planner Atkinson indicated the Planning Commission had requested that the applicant provide <br />proof of parking for an additional 10 spaces and had decided to review the parking in one year to <br />determine whether the additional 10 spaces are needed. <br />Mayor Sonterre asked if this would be subject to park dedication fees. <br />Planner Atkinson indicated it would not be. <br />Council Member Stigney said he did not feel comfortable with the garage variance because the <br />facility maybe used for another purpose in the future and the parking may not be adequate for a <br />different use. <br />Planner Atkinson indicated that the funding source requires that the building be operated as a <br />facility for housing of mobility impaired individuals for a minimum of 40 years. He then said <br />that the funding source also considers garages an unnecessary amenity and will not fund them. <br />Council Member Stigney said he did not feel it was necessary for the City to create a variance for <br />the property to assist the developer in achieving financing. <br />Ayes - 4 Nays - 1(Stigney) Motion carried. <br />H. Second Reading and Adoption of Ordinance 699, an Ordinance Amending <br />Section 1006.04 of the Mounds View City Code Pertaining to Certificates of <br />Occupancy. <br />Community Development Director Ericson indicated that this Ordinance would amend Section <br />1006.04 of the City's Code to require a Certificate of Occupancy in order to be able to update <br />data and provide emergency contact information for the emergency response people. He then <br />commented that this is a good change and would assist with public safety. <br />MOTION/SECOND: Sonterre/Marty. To Waive the Reading, Approve the Second Reading and <br />Adopt Ordinance 699, an Ordinance Amending Section 1006.04 of the Mounds View City Code <br />Pertaining to Certificates of Occupancy. <br />ROLL CALL: Quick/Marty/Stigney/Thomas/Sonterre. <br />Ayes - 5 Nays - 0 Motion carried. <br />• <br />
