Mounds View City Council May 13, 2002
Regular Meeting Page 9
Council Member Marty said it is worth asking the question but Council's position has always
been to require the fee.
It was the consent of Council that a fee would be required.
Ayes - 4 Nays - 0 Motion carried.
MOTION/SECOND: Stigney/Sonterre. To Approve Consent Agenda Item H as Presented.
Council Member Marty commented that he did not think the festival committee had been
informed that this was to be on the agenda.
Sherri Gunn of 8120 Red Oak Court indicated she was not informed that this was on the agenda
at this meeting and noted she had received information tonight that informed her that the
corporation is not of valid standing as a corporation.
City Attorney Riggs said he wanted to make sure she was aware of that.
Ms. Gunn indicated that due to numerous delays by the City she was forced to set up the golf
tournament at the course in New Brighton and there is not time to change it now.
Mayor Sonterre asked Ms. Gunn if she would like Council to table this matter until later in the
meeting to allow time to review the contract.
Ms. Gunn indicated she needed time to review the matter and said she does not think it is fair
that she, as President of the festival, was not notified that this would be on the agenda for
discussion.
City Attorney Riggs apologized for the delay and said that he was out of the office for three days
and his secretary did not get out the revisions. He then said he could send a blacklined copy to
Ms. Gunn in the morning by e-mail that outlines the changes.
Ms. Gunn said she is not comfortable having to make a decision on her own without reviewing it
with the board and said she would like to have the matter tabled to the next meeting.
City Administrator Miller indicated there may not be enough time to discuss the golf tournament
if the matter is tabled to May 28, 2002.
Ms. Gunn asked if signing the agreement would mean the festival would need to move the golf
tournament.
City Attorney Riggs indicated it would.
