Mounds View City Council May 28, 2002 <br />Regular Meeting Page 14 <br />that is able to provide lessons at the course if Council desires. He further commented that Staff <br />can handle the lessons with or without the addition of another person but noted the group sizes <br />increase without the extra person. <br />Golf Course Manager Longville indicated the contract would be the same as for Mr. Mathis <br />which is the 70/30. <br />Council Member Marty indicated he had spoken to Mr. Longville today and found out that this <br />person is a PGA apprentice, has a background in teaching juniors, and comes highly <br />recommended. <br />Council Member Marty indicated his concern stems from the fact that the City has had three <br />PGA pros out at the golf course in the past and that has been a good draw. He then said that <br />adding this service does not cost the City anything and may result in more money coming in <br />because of the ability to provide more lessons. <br />Council Member Stigney asked for a Staff recommendation as to whether this would be a benefit <br />or if it is something that was pushed onto Staff. <br />Golf Course Manager Longville indicated he would need some time to determine whether or not <br />this would be good for the course. He then said he feels it would not hurt to have the person <br />• available but said Staff can handle the job if that is Council desire. <br />Council Member Stigney clarified that by entering into this agreement there would be no cost to <br />the City. <br />Council Member Stigney asked if the City needed to post for the position. <br />City Attorney Riggs indicated the person would be an independent contractor and the City does <br />not have a legal requirement to post the position. <br />Mayor Sonterre asked if the process of filling the juniors program was ongoing. <br />Golf Course Manager Longville indicated the program was full <br />Mayor Sonterre commented that the person could be brought on as needed but noted if the <br />program is full he would assume that the additional person would help with the teaching process <br />because there would be a smaller student to teacher ratio. <br />Council Member Marty said he was wondering about the status of Chuck Chisolm because even <br />though he is rather gruff he is well liked by the kids and they seem to learn well from him. <br />. City Attorney Riggs advised that names should not be used because the last time the City dealt <br />with that individual he left the Council meeting and stated he was suing the City. He then <br />suggested that this discussion was not appropriate. <br />
