Mounds View City Council June 10, 2002 <br />Regular Meeting Page 14 <br />Council Member Marty asked Staff to look into the costs to have the entire trail area along <br />Highway 10 surveyed. He then asked if the company drafting the Highway 10 redevelopment <br />plans had someone on staff that could conduct the survey. <br />Council Member Thomas asked why the trailway is not scheduled to be surveyed as part of the <br />redevelopment plan. She then said she thinks doing the survey all at once is a good idea but <br />questions why it was not planned to be done as part of the process. <br />Director Ericson indicated that URS had been asked to prepare the proposed plans and, once the <br />City has approved the plans they would be reviewed for the next step. He further indicated that <br />the survey would be part of the next step. <br />Council Member Quick asked if there was any chance of putting the trail on the right-of--way. <br />Director Ericson indicated that Staff could look into it but noted doing so would entail some <br />significant earthwork and the necessity to create a retaining wall 5 to 8 feet tall. He further <br />indicated that Ramsey County has said it would not approve any plan that altered the storage <br />capacity of the ditch system. <br />Council Member Quick commented that the grade goes down in that area which means it would <br />not pond but flow away from the area. <br />• Director Ericson indicated it is not an issue of dead storage capacity but for handling large <br />amounts of rainfall runoff. <br />Director Ericson indicated he would be making more calls in an attempt to satisfy the requests of <br />Cabbot. <br />Council Member Thomas asked what was being done about the flooding in front of Walgreen's. <br />Director Ericson indicated he had been working with the public works director on the matter as it <br />appears the drainage plan for that development is not working properly. <br />Council Member Thomas indicated she was not sure the pond had the holding capacity necessary <br />because the water was from the edge of the pond out onto the trail and into the parking lot. <br />Director Ericson indicated that Staff would look into the matter further and provide information <br />to Council. <br />Mayor Sonterre reported that he, Mr. Backman and Mr. Ericson attended the New <br />Brighton Mounds View Area Chamber of Commerce business of the year event and Pratt Ordwig <br />was named business of the year. He then indicated that Western Bank and Winn Insurance were <br />presented with the proclamations recently approved by Council. He further indicated that <br />Council Member Quick's wife received an award for her work with and dedication to the <br />schools. <br />
