Mounds View City Council July 22, 2002 <br />Regular Meeting Page 15 <br />City Administrator Miller indicated that the August 19, 2002 date would allow enough time for <br />the auditors to complete the report. <br />Council Member Marty asked whether, at the retreat next Monday, there would be brainstorming <br />to see where the City could cut because there maybe further cuts to local government aid next <br />year. <br />Mayor Sonterre suggested that the agenda for the retreat be discussed during the report section of <br />the meeting. <br />Council Member Marty asked how long it would be before the golf course bonds could be <br />refinanced. <br />Council Member Thomas indicated they could not be refinanced before 2004. <br />Council Member Marty reminded Finance Director Hansen that he had asked for the figures on <br />the lawsuit and attorney's fees and asked when he would be receiving those numbers. <br />Finance Director Hansen indicated he had made a list of questions from the July work session but <br />has not addressed any of the questions as he has not had the time to do so. <br />Council Member Marty said he understood the time constraints and thanked him for his report. <br />Mayor Sonterre complimented Finance Director Hansen on providing quality reports to Council. <br />Council Member Quick asked for afive-minute break. <br />Mayor Sonterre asked if there was anyone that would like to ask questions of the Finance <br />Department. <br />C. Presentation by the Ramsey County Library Board. <br />Assistant City Administrator Reed indicated Alice Jo Carlson from the Ramsey County Library <br />would like to address Council concerning the libraries initiatives for 2003. <br />Ms. Carlson indicated Mr. Anderson had been in attendance but needed to leave due to a family <br />emergency. She then said the reason she was at the meeting is the Library was instructed to take <br />a 7% decrease to its budget due to state budget shortfalls and when they went back and did the <br />calculations they discovered that would mean closing three buildings as that would be more <br />efficient than having reduced hours at all the facilities. She further indicated that the library must <br />receive a 4.2% increase in order to maintain its current level of service resulting largely from <br />staff costs for the AFSCME union employees. <br />• <br />
