Mounds View City Council July 22, 2002 <br />Regular Meeting Page 23 <br />Council Member Marty commented that he had not heard about water infiltration basins and <br />asked if this would be coming to Council as well as discussion concerning the detention <br />pond/infiltration pond on the south side of H2. <br />Public Works Director Lee indicated these items were added to the project to get Rice Creek <br />Watershed District approval. He then said there would be a total of 8 infiltration basins which <br />are depressions in the boulevard area to allow water to infiltrate into the ground. He further <br />stated that the plans would be revised. <br />Council Member Marty commented that the third would be located at the southwest corner of H2 <br />and Long Lake Road. <br />Public Works Director Lee explained that the basin would be located within the City's right-of- <br />way behind the curb and the plans would need to be revised to reflect that. <br />Council Member Quick asked for clarification on the holding pond being required. <br />Public Works Director Lee indicated that one of the infiltration sites is large enough to be a <br />holding pond. <br />MOTION/SECOND: Quick/Marty. To Tabie Approval of Resolution 5804 Until Revised Plans <br />are Available for Council Review. <br />i <br />Ayes - 2 Nays - 3 (Thomas/Sonterre/Stigney) Motion failed. <br />Public Works Director Lee indicated that a tabling motion would kill the project for this year. <br />Council Member Quick commented he felt it was necessary to see the plan prior to approval. <br />Mayor Sonterre indicated that the first asphalt would be put in this year and the second next year. <br />He then asked if the road would withstand the traffic and a plowing season with one layer of <br />asphalt. <br />Public Works Director Lee indicated it is actually advantageous to do it this way because the <br />road goes through a freeze thaw cycle and can be evaluated for any issues with the roadbed <br />before the final asphalt layer is put in. <br />Council Member Quick asked how the manholes would be dealt with. <br />Public Works Director Lee indicated they would be flush until the final wear course is installed <br />and would then be raised up to be flush with that wear course. <br />Council Member Quick asked if that was reflected in the bid. <br />Public Works Director Lee said yes. <br />
