Mounds View City Council
August 12, 2002
Regular Meeting Page 18
Public Works Director Lee indicated that they are all allowed to do this but not all do.
Council Member Marty commented that some people were moved around in the police
department and one individual will get compensated somewhat more to replace the
administrative assistant.
Mayor Sonterre indicated that he was not sure Council had given direction as to how the police
department would be staffed and then said that is not relevant to this discussion.
Council Member Marty said he was wondering if Pete, since he has knowledge of the position,
instead of hiring someone else could add to his responsibilities and give him more duties as that
would be a cost savings.
Mayor Sonterre asked for a report on what the impact to residents would be.
Public Works Director Lee indicated he had agreed earlier last year and said he would be
providing an evaluation.
Council Member Thomas indicated she was not comfortable with continuing discussions when
there has not been a reorganization and Council has not looked at the situations. She then said
she would like to continue operating at the standard level and deal with cuts, if necessary, during
the budgeting process.
Council Member Quick asked City Attorney Riggs how the contract read with regard to cutting
positions. He then asked whether the last hired is the first to leave.
Public Works Director Lee indicated the employee with the least seniority would be the first to
go.
Council Member Quick asked why you would hire somebody that has his head on the block in a
month as he feels it is a waste of time.
Council Member Thomas said Council does not know that anybody will be cut.
City Administrator Miller asked if Mr. Lee could report on Monday evening as to what the needs
of the department are.
Public Works Director Lee indicated he would be prepared to discuss it at the meeting on
Monday.
Council Member Marty said he did not see the point of hiring and then cutting someone.
Council Member Stigney indicated he would like to hold off on filling the position until there is
more information at to what the less critical position would be.
