Mounds View City Council Apri114, 2003 <br />Regular Meeting Page 17 <br />Council Member Marty indicated that Mr. Farrell would need to apply for a variance. <br />Mayor Linke indicated that Council is directing him to do this which means the variance would <br />be granted. <br />City Attorney Riggs indicated that contract zoning is illegal in Minnesota so Mr. Farrell would <br />need to go through the process. <br />Mayor Linke indicated he would like to have the stalls across the street but require that the two <br />stalls be added to the parking lot. <br />Council Member Gunn agreed. <br />Interim City Administrator Ericson indicated he had taken the liberty of amending the Resolution <br />from the last meeting to include the reference for the parking in front of the building. <br />Interim City Administrator Ericson indicated he had spoken to Mr. Zwirn who had indicated that <br />the parking in front of the business was not an issue for him. <br />Mayor Linke indicated he wanted to add requirements to the Resolution to require that the two <br />. stalls be added within 90 days and that the applicant go through the variance process. <br />Interim City Administrator Ericson indicated that information could be added as a stipulation of <br />approval. <br />MOTION/SECOND: Marty/Gunn. To Waive the Reading and Approve Resolution 5975 as <br />Amended. <br />Council Member Stigney asked how the Planning Commission feels about this. <br />Interim City Administrator Ericson indicated the Commission is not necessarily opposed to the <br />parking but they felt they wanted to maintain the recommendation as originally stated. <br />Council Member Quick indicated there is no parking on the west side of Greenfield and asked <br />why the City would not consider allowing parking in front of the building on the west side of <br />Greenfield. <br />Interim City Administrator Ericson indicated that parking on both sides of Greenfield may pose a <br />safety issue. <br />Council Member Quick commented that there would be nothing to prevent the apartment <br />residents from parking in the four stalls across from the business. <br />• Interim City Administrator Ericson indicated he would ask the Planning Commission to consider <br />parking on the west side of the street when the variance is considered. <br />
