Mounds View City Council Apri114, 2003 <br />Regular Meeting Page 3 <br />the law and Council does not get into that in order to keep the politics out of public safety. He <br />then indicated the Commission is waiting for authorization to post the CSO position. <br />Mr. McGarry indicated he had done some research and provided the information to the City <br />Attorney concerning the issue of the Commission having funding powers and being able to <br />generate invoices that the Council has no choice but to authorize for payment. He then asked the <br />City to review the matter and provide clarification. <br />Mr. McCarty indicated that the internal promotions are not subject to the requirements of <br />Minnesota Statute 419 in his opinion and he would like clarification. He then said that he is <br />embarrassed to say that he brought this up in October and decided to come to Council on his own <br />as no progress was being made. <br />Council Member Stigney indicated the letter was written but not submitted because there was not <br />a quorum to act on the letter. <br />Mayor Linke asked the City Attorney to research the matter. <br />Council Member Stigney indicated he had raised questions with Staff after the last meeting. <br />City Attorney Riggs indicated he had prepared a memo in response but received further <br />information at this meeting that will change the answer slightly. He then said he would complete <br />the information and provide it for the next meeting. <br />Gary Mielhouse of 7400 Parkview Drive addressed Council and asked the Members to give <br />serious consideration to Mr. Ericson for the City Administrator position. He then explained that <br />he does not know Mr. Ericson personally and has no ulterior motive other than to bring to the <br />attention of Council that they have an excellent employee and excellent candidate for the City <br />Administrator position in Mr. Ericson. <br />Mr. Mielhouse indicated that he has been exposed to Mr. Ericson through watching City <br />meetings and through an experience he and his wife had while wanting to add onto their home. <br />He then said he met with Mr. Ericson twice and found him to be very professional and <br />knowledgeable as a City employee but also found him to be willing to understand the Code <br />requirements and work to find a solution that would reach the goals of the City and the <br />homeowner. He further explained that he had presented a plan for the expansion and Mr. Ericson <br />suggested an alternative solution and he and his wife were grateful for the willingness to spend <br />the time on it. Mr. Ericson's plan and recommendation were adopted and they have been very <br />pleased with it. <br />Mr. Mielhouse indicated that he has observed Mr. Ericson during Council meetings and he has <br />been very impressed as Mr. Ericson has always displayed professionalism and appears <br />knowledgeable and well prepared for the items he is presenting. He then said that another trait <br />he admires in Mr. Ericson is the honesty and integrity he displays when he does not know the <br />
