Mounds View City Council May 27, 2003 <br />Regular Meeting Page 6 <br />E. Resolution 6021, a Resolution Adopting a Policy for the Support of Non- <br />Profit Groups. <br />Interim City Administrator Ericson indicated this Resolution was drafted in response to <br />Council's request for a policy for the support ofnon-profit groups. He then indicated that <br />Council would need to discuss this policy as part of the budgeting process. <br />MOTION/SECOND: Gunn/Quick. To Waive the Reading and Approve Resolution 6021, a <br />Resolution Adopting a Policy for the Support ofNon-Profit Groups. <br />Council Member Quick indicated the instance before Council is an in kind contribution but said <br />there would need to be a budgeted line item for assisting non-profits if it requires monetary <br />contribution from the City. <br />Ayes - 5 Nays - 0 Motion carried. <br />10. REPORTS <br />Council Member Stigney indicated the PUD that was changed at the last regular meeting to allow <br />an office building no longer has the large medical tenant as was originally indicated by the <br />developer. <br />Interim City Administrator Ericson indicated that the intent of the developer is to market the <br />building for medical uses. <br />Council Member Stigney asked whether the City would run afoul of state statute for granting <br />special benefits to the employee receiving benefits from the PGA merr~bership. <br />City Attorney Riggs indicated that the City receives benefit from the membership and the <br />incidental benefits bestowed upon the employee by the membership would not be an issue for the <br />City. <br />Mayor Linke indicated that a lot of times it is part of the employment agreement. <br />City Attorney Riggs indicated he does not know if it is spelled out as part of the employment <br />agreement but the City is requiring him to have a PGA affiliation. He then said he could look <br />into it further but it appears to him that these benefits are incidental and the City clearly gains <br />from the membership. <br />Council Member Stigney indicated there is no special contract with the PGA person and, as far as <br />his question, perhaps the costs associated with the additional benefits should be excluded from <br />the benefit. <br />• Mayor Linke indicated it would be more costly to have the City Attorney look into it than to pay <br />the membership. <br />
