Mounds View City Council July 14, 2003 <br />Regular Meeting Page 13 <br />1 <br />• 2 Council Member Quick indicated that concrete is less expensive in the long run and the TIF <br />3 districts are running out in the near future and he does not plan on voting to extend them. <br />4 <br />5 Council Member Stigney indicated that concrete is the most expensive for initial cost. <br />6 <br />7 Ayes - 1(Stigney) Nays - 4 Motion failed. <br />8 <br />9 MOTION/SECOND: Guiui/Marty. To Amend the Motion on the Floor to a Five Foot Wide <br />1 o Sidewalk of Concrete. <br />11 <br />12 Council Member Gunn indicated that it is possible to contract with New Brighton for the <br />13 maintenance of the five-foot wide path rather than purchasing new equipment right away. She <br />14 then said that she feels that the concrete will last longer and save money over time. <br />15 <br />16 Public Works Director Lee indicated that the City currently has 12.5 miles of paths to maintain <br />17 and it is estimated that the City will have another 12.5 in the future so the City will eventually <br />18 need a piece of equipment to maintain trails other than the bobcat. <br />19 <br />20 Council Member Stigney told residents that it is apparent that they are getting a sidewalk and <br />21 said he would support this motion for the five foot one because it is less of an impact to the <br />?2 residents. He then said he would like the City to look at contracting with New Brighton to <br />• 23 maintain the trail rather than purchasing equipment. <br />24 <br />25 Mayor Linke indicated that there is a TIF savings to construct five foot versus the six and a half <br />26 foot but that savings cannot be used for the purchase of equipment so the City would have the <br />27 full $70,000 expense for that equipment. <br />28 <br />29 Ayes - 2 Nays - 3(Linke/Many/Quick) Motion failed. <br />30 <br />31 Ayes - 3 Nays - 2(Marty/Stigney) Motion carried. <br />32 <br />33 D. First Reading and Introduction of Ordinance 717 Amending the City Code <br />34 Related to Closing Time of Licensed On-Sale Liquor Establishments. <br />35 <br />36 Interim City Administrator Ericson indicated this item is before Council at the request of Mr. <br />37 Hall for an Ordinance change to allow for the 2:00 a.m. closing time. He then said that a <br />38 representative of Jake's is present to comment as well. <br />39 <br />4o Interim City Administrator Ericson indicated that this item is set for first reading tonight and for <br />41 public hearing on the second reading on July 28, 2003. <br />42 <br />43 MOTION/SECOND: Quick/Marty. To Waive the Reading, Introduce the First Reading and <br />44 Approve Ordinance 717, an Ordinance Amending the City Code Related to Closing Time of <br />. 45 Licensed On-Sale Liquor Establishments. <br />
