Mounds View City Council July 28, 2003
Regular Meeting Page 4
~1
2 Mr. Moroni asked whether the Mayor or any Council Members or their relatives has a
3 relationship in the future or in the past with companies vying to do business in the City.
4
5 Mayor Linke indicated that at one point he worked for Kraus Anderson but the attorney had said
6 there was no issue with it since he was an employee.
7
8 Mayor Linke said not that he knows of. He then said that he works for a construction company
9 and has no knowledge of bids for work in the City.
10
11 Mr. Moroni asked whether the City books are open to the public concerning the Community
12 Center and the golf course.
13
14 Mayor Linke indicated that Mr. Moroni should make an appointment with Finance Director
15 Hansen during business hours.
16
17 Mr. Moroni indicated he would like to do that.
18
19 Mr. Moroni indicated he had recently received his water bill and he really thinks the City should
20 put a second page in there to notify residents of any projects affecting a majority of residents as a
1 way to keep residents informed.
2
23 Mr. Moroni indicated that he understands that the golf course has not made any money but the
24 golf course manager received a step increase at the last meeting and he does not think that is
25 appropriate.
26
27 Mayor Linke indicated that the course covers its costs but because of the lawsuit the course is in
28 arrears.
29
3o Mr. Moroni indicated that if he owned a business he would not give the manager a raise before
31 they were due for one and especially not during tough economic times if the business was not
32 making money. He then suggested that the City Attorney review contracts to make sure they do
33 not allow for raises regardless of the economy. He further commented that he has not received
34 even a cost of living raise for the last two years because of the tight economic times.
35
36 Council Member Stigney indicated that there is no contract.
37
38 Mr. Moroni indicated that before Council does things like this they should look into it rather than
39 just passing it.
40
41 Council Member Quick asked the Mayor to acknowledge that every year Council Members have
42 to make notice of their dealings with the City including any contracts based on state and federal
~3 law.
4
