Mounds View City Council September 8, 2003 <br />Regular Meeting Page 12 <br />1 nothing for inflation and only allowing the City to levy for 60% of the amount of lost LGA and a <br />2 few special levies. <br />4 Finance Director Hansen indicated that the budget as presented does assume that the City will <br />5 levy for lost LGA and a special levy to raise funds for two police officer positions for a total levy <br />6 increase of 12.75%. <br />8 Finance Director Hansen indicated he went through and eliminated certain activities detailed at <br />9 last week's work session the most prominent was seal coating for $110,000 because the streets <br />1 o do not benefit from seal coating at this time. <br />11 <br />12 Finance Director Hansen indicated the Staff went through supply and contractual accounts <br />13 .throughout the budgets and cut out any un-used amounts and anything that was elective and that <br />14 is how Staff was able to bring the budget to Council as balanced. <br />15 <br />16 Finance Director Hansen indicated the Resolution would certify a budget of $4,669,495 and a <br />17 property tax levy of $2,679,463. <br />18 <br />19 Council Member Marty expressed concern with having a 1.7% cost of living in the budget <br />20 because he understood the cost of living increases were going to be greater than that figure. <br />21 <br />~2 Finance Director Hansen indicated he had used the 1.7% based on the consumer price index at <br />23 the time he began this budgeting process. He then said that there are some unknowns at this time <br />24 because there have been discussions of closing City Hall and wage freezes to save money and the <br />25 union negotiations are ongoing but he feels 1.7% is doable. <br />26 <br />27 Council Member Marry commented that the cost of health insurance is going up increasing the <br />28 City's contribution by 10% and he hopes the City can work out the contracts with all of its <br />29 employees and not have to lay anyone off. <br />30 <br />31 Mayor Linke read a list of some of the items in the budget that have been reduced and <br />32 eliminated. <br />33 <br />34 Council Member Marty indicated he thought that there were installment payments for the voting <br />35 equipment. <br />36 <br />37 Finance Director Hansen indicated that Staff contacted Ramsey County to discuss a payoff <br />38 amount because there is money available in 2003 to pay it off that will not be available in 2004. <br />39 <br />4o Council Member Marty commented that previous administrations relied heavily on labor <br />41 relations and he feels this administration should be able to keep the amount under the budgeted <br />42 $10,000. <br />3 <br />4 Council Member Marty asked whether the school district could be asked to pay for a portion of <br />45 the school resource officer's cellular telephone. <br />
