Mounds View City Council September 22, 2003 <br />Regular Meeting Page 10 <br />~1 <br />2 Angela Olson of 5046 Longview Drive indicated she is frustrated with this process and does not <br />3 feel that Council listened about using TIF because they were told it was fine to use it but now she <br />4 has heard there are questions. She then said that Council Member Gunn was exactly right when <br />5 she said that people think that Council does not listen because they feel that way. <br />6 <br />7 Ms. Olson indicated that the amount of time the school patrol is out is 4.1% of the time of <br />8 daylight hours using an average of 12 daylight hours. She then said she is frustrated with the fact <br />9 that she was told by Mr. Lee to hold off on trimming the hedges only to have an inspector come <br />l0 to her house the next day and tell her to trim them or be fined. <br />11 <br />12 Ms. Olson asked that the City get it together and do things right the first time and not take six or <br />13 eight months to make a decision. She then said that this should not go through if there are this <br />14 many problems with it and asked that Council not waste time making decisions that they do not <br />15 know if it is okay to make. <br />16 <br />17 Mayor Linke indicated that he did not agree with option one and thanked Ms. Olson for her <br />18 information but option one does not provide a safe way for kids to cross the street other than at <br />19 the school and the City is not providing them a way to get to the school before they get to that <br />20 point so it defeats the purpose of the guards in the first place. He then said that he would like to <br />1 do option three. <br />2 <br />23 Ayes - 3 Nays - 2(Linke/Quick) Motion carried. <br />24 <br />25 D. Second Reading and Adoption of Ordinance 718, Implementing a Franchise <br />26 Fee on Xcel Energy Electric and Natural Gas Operations Within the City of <br />27 Mounds View for the Year 2004 <br />28 <br />29 Finance Director Hansen gave an overview of the Ordinance. <br />30 <br />31 Council Member Quick indicated he would like to move a continuance because he would like <br />32 Xcel to have to post a cash bond of $50,000 for property damage done. He then commented that <br />33 he had damage done to his property by a contractor of Xcel coming onto his property without <br />34 permission and causing damage to his property. He further commented that if this was done to <br />35 him the way Xcel handles its tree trimming must be more widespread and he would like to <br />36 protect other residents by requiring the bond. <br />37 <br />38 Council Member Quick indicated he thinks this is out of control because there could be serious <br />39 trouble if perhaps the dog got out or they got bit by a dog in a back yard or something and he <br />4o feels that a $50,000 would help control the situation. <br />41 <br />42 City Attorney Riggs recommended reviewing the franchise to determine whether it is possible to <br />~3 add the bonding information. <br />4 <br />
