Mounds View City Council September 22, 2003 <br />Regular Meeting Page 6 <br />1 because the survey was suggested by park and recreation and there were park and recreation <br />2 questions there were discussions of using park dedication funds for the survey. She further <br />3 commented that she feels it would be appropriate to survey the community to get input from <br />4 those that are new to the community since the last survey was done. <br />5 <br />6 Council Member Many asked how much money is in the park dedication fund. <br />8 Finance Director Hansen indicated that his recollection is that there is $400,000 to $450,000 in <br />9 the park dedication fund. <br />to <br />11 Council Member Stigney commented that this was an item to be saved in the 2004 budget but <br />12 has just been swapped to the 2003 budget. He then said that he feels there are cheaper <br />13 alternatives for a survey and he is kind of surprised that this company would quote a price for the <br />14 survey when they refused to do a quote under the previous administration. He also said he does <br />15 not think this is the way to go and would suggested using Mounds View Matters or a mass <br />16 mailing to save money. <br />17 <br />18 Council Member Stigney indicated that he thinks the question of bonding for development within <br />19 the parks should be put on a referendum to the voters as well as the question of whether there <br />20 should be a golf course or what should be done with a golf course to see what the residents want <br />„~21 to do. <br />2 <br />23 Council Member Gunn indicated there would be other questions added to the survey not just park <br />24 and recreation questions it would cover all aspects of the City. <br />25 <br />26 Council Member Stigney indicated the bottom line is the main question being asked by park and <br />27 recreation is would you support a bond issue for park and recreation. He then said that if it has <br />28 nothing to do with cost why are they asking if residents would support a bond issue. He further <br />29 suggested saving the cost of the survey and add it to the referendum along with the golf course <br />30 questions. <br />31 <br />32 Mr. Werner agreed that the questions should be added to the referendum and let the residents <br />33 decide what they want. <br />34 <br />35 Mayor Linke indicated the City could not add anything to the referendum due to timing. <br />36 <br />37 Mr. Werner commented that every year the City gets into the same issue of being too late. <br />38 <br />39 City Administrator Ulrich indicated the total cost for the special election is $12,000 to $14,000 <br />4o and that is to be split between the City and the school district. <br />41 <br />42 Council Member Quick commented that the only way the City can truly get a slice of the true <br />~3 opinion is by doing a professional survey. <br />4 <br />45 A resident in the audience disagreed. <br />
