To Proceed with the Preparation and Research to Find out <br />5 What Types of Surveys are Available and What the Costs Would Be and to Direct Staff to Refine <br />6 the List of Questions to be Asked. <br />7 <br />8 Ayes - 4 Nays - 1(Stigney) Motion carried. <br />9 <br />l0 B. Police Department Quarterly Report <br />11 <br />12 Mayor Linke thanked Chief Sommer for coming to the Lions with a presentation. <br />13 <br />14 Chief Sommer briefly highlighted the data in the quarterly report. <br />15 <br />16 Chief Sommer indicated the number one frequently occurring crime was theft or fraud. <br />17 <br />18 Chief Sommer indicated Rob Schaffee, a Mounds View resident has offered to assist the police <br />19 department with its research on a records management program. <br />20 <br />~i Chief Sommer indicated that year to date total revenue from citations is $28,440 through August. <br />2 <br />23 Council Member Stigney asked how much of the $28,440 was for administrative offenses. <br />24 <br />25 Chief Sommer indicated that $13,600 was administrative and the $12,413 was from Ramsey <br />26 County Municipal Court. <br />27 <br />28 Council Member Quick asked whether the Chief had a figure on how many cars were broken into <br />29 over the summer. <br />30 <br />31 Chief Sommer indicated he did not have a breakdown of thefts from cars but said there were 263 <br />32 theft reports during the four-month period and a lot of them were from vehicles. <br />33 <br />34 Mayor Linke asked the Chief for the figures quoted at the Lions meeting concerning officer man <br />3 s hours. <br />36 <br />37 Chief Sommer offered to do a presentation in the future if desired. He then indicated that <br />38 Mounds View has a ratio of police officers to population of 1.3 per 1,000 and the state average is <br />39 1.6 per 1,000. He then said that when it comes to the more serious crimes Mounds View has <br />4o close to double the crime rate per capita of New Brighton. <br />41 <br />42 Mayor Linke commented that the City is looking at times when there is only one officer on duty. <br />3 <br />4 Chief Sommer indicated the reason he pursued the grant for two new officers is the staffing <br />45 levels is such that the City only has one officer on for a portion of every day and if that officer is <br />
