To Waive the Reading, Approve the Second Reading, and <br />6 Adopt Ordinance 719, an Ordinance Implementing a Franchise Fee on Center Point Energy <br />7 Electric and Natural Gas Operations within the City of Mounds View for the Year 2004. <br />8 <br />9 Mayor Linke indicated that this would continue the 4% franchise fee on Center Point Energy <br />l0 electric and natural gas for the year 2004. <br />11 <br />12 ROLL CALL: Linke/Quick/Stigney/Gunn. <br />13 <br />14 Ayes - 4 Nays - 0 Motion carried. <br />15 <br />16 N. Consider Options for a Community Survey <br />17 <br />18 Mayor Linke suggested moving this item to the work session. <br />19 <br />20 MOTION/SECOND: Gunn/Stigney. To Postpone this Item to the Work Session. <br />21 <br />~2 Ayes - 4 Nays - 0 Motion carried. <br />23 <br />24 <br />25 O. Consideration of Resolution 6118, a Resolution Authorizing the RE-bidding <br />26 of the County Road H Sidewalk Project <br />27 <br />28 Public Works Director Lee indicated that on September 22, 2003 Council voted not to award the <br />29 contract but did indicate a willingness to do the project in the spring. He then indicated that the <br />30 City would need to officially reject the bids and authorize Staff to bid the project for next spring. <br />31 He also asked for direction on how to structure the bids and to set the bid date. He further <br />32 indicated that Staff would recommend a bid date of January 8, 2004 for this project. <br />33 <br />34 Council Member Stigney indicated he would like to postpone this to the next Council meeting <br />35 because Council Member Marty should be a part of the discussion and he had to leave <br />36 unexpectedly. <br />37 <br />38 MOTION/SECOND: Stigney/Gunn. To Postpone Resolution 6118 to the Next Meeting. <br />39 <br />40 Ayes - 4 Nays - 0 Motion carried. <br />41 <br />42 Mayor Linke apologized to those residents that were at the meeting to discuss this item but <br />.3 indicated that Council Member Marty should be part of the discussion. <br />4 <br />
