Mounds View City Council June 14, 2004 <br />Regular Meeting Page 13 <br />• Economic Development Coordinator Backman stated that staff recommends that the Mounds <br />View City Council adopt Resolution 6282 that authorizes staff to enter into a purchase agreement <br />for $820,000 with Calhoun Companies to acquire the commercial property known as Gas for <br />Less located at 2525 County Highway 10. Staff further recommends that the City of Mounds <br />View approve a Phase I Environmental Assessment, tank removal cost estimate and a minimum <br />of four site borings be undertaken of the site for an amount not to exceed $7,500, and that the <br />results are submitted to the City prior to June 30, 2004. <br />Council Member Stigney asked whether the seller would pay the $7,500 for the borings and tank <br />estimate to reduce the cost. <br />Economic Development Coordinator Backman stated he didn't think they would agree to that. <br />Council Member Stigney asked if the purchase would originally come from the Special Projects <br />Fund. Economic Development Coordinator Backman stated that it would. Council Member <br />Stigney asked if it would later be transferred and paid out of the TIF fund, and Economic <br />Development Coordinator Backman stated that it would. He stated there are no problems in so <br />doing. <br />Council Member Stigney asked what is being proposed to come in there. Economic <br />Development Coordinator Backman stated the interest has been very good amongst the <br />development community, and he has had conversations with four parties so far. One of the <br />• choices was for a restaurant. There was a discussion regarding recovering the City's costs that <br />were invested in the project. <br />Sam Schrouki, stated he is relocating to Minnesota and has the other purchase agreement for this <br />property. He stated he wishes to improve the business as a gas station, and that he has a closing <br />date for the following day. He stated he has his tax sales number, his permits, and licensing, and <br />that all the preparations have been made to open the business. <br />MOTION/SECOND. Marty/Quick. To waive the reading and approve Resolution 6282. <br />There was further discussion regarding the matter wherein Mayor Linke and Council Member <br />Stigney stated they would not support the City buying the property. <br />Rick Wyatt stated his support for Mr. Sheroky buying the existing business, rather than the City <br />buying it and demolishing it. <br />Ayes -2(Marty/Quick) Nays-3 (Gunn/Linke/Stigney) Motion failed. <br />K.
