He stated that in reviewing the minutes from the last <br />meeting, there were a number of issues raised, and none of these issues had been answered in the <br />report. <br />Public Works Director Lee stated the issues were not addressed because the contract was <br />rejected, and this was a request to get proposals from other engineering and architectural firms. <br />MOTION/SECOND: Marty/Stigney. To waive the reading and approve Resolution 6300 <br />Rescinding Resolution No. 6203, and Authorizing the Preparation of a Request for Proposal <br />(RFP) for Work Associated with Preparing a Site Plan, Construction Plans, and Specifications <br />for the Groveland Park Building Replacement Project. <br />Ayes-4 Nays-0 Motion carried. <br />E. Set a Public Hearing for Monday, July 26, 2004 at 7:10 PM to Consider the <br />Second Reading and Adoption of an Ordinance to Vacate Easements <br />Associated with the CVS Development at 2800 County Road 10. <br />Council Member Stigney stated he had pulled this item to note that the revised ordinance <br />vacating the easements was on the Council members desks. <br />MOTION/SECOND. Stigney/Marty. To set a Public Hearing for Monday, July 26, 2004 at 7:10 <br />PM to Consider the Second Reading and Adoption of an Ordinance to Vacate Easements <br />Associated with the CVS Development at 2800 County Road 10. <br />Ayes-4 Nays-0 Motion carried. <br />10. COUNCIL BUSINESS <br />A. Presentation by MMKR of the 2003 Annual Financial Report and Resolution <br />6305 Accepting the Annual Financial Report for the Year Ending December <br />31, 2003. <br />Finance Director Hansen noted some changes that had been made from prior years in the Audit. <br />Aaron Neilson, Audit Manager of MMKR, went through the audit with the Council. <br />Mayor Linke quoted from the audit as follows: "In 1997 residential homesteads made up 67 <br />percent of the total market value and accounted for 41 percent of the tax capacity. For 2003, <br />residential homesteads still represent 67 percent of the market values, but are responsible for 55 <br />percent of the tax capacity." He stated that those were changes that were made at the Capitol, <br />and that is the reason for the taxes going up, and not because of anything the City Council has <br />done. <br />
