Mounds View City Council July 12, 2004 <br />Regular Meeting Page 6 <br />B. Resolution 6301 Holding a Public Improvement Hearing, Ordering the <br />Project, Approving Plans and Specifications, and Setting a Bid Date for the <br />Mounds View Manufactured Home Community Second Access Project. <br />Mayor Linke opened the public hearing at 7:50 p.m. <br />Public Works Director Lee stated that on May 4, 2004 the City secured a CDBG Grant for the <br />purpose of installing a second access at the Mounds View Manufactured Home Community in <br />the amount of $30,000. He stated on June 14th the City Council had authorized the plans and <br />specifications for this project, as well as setting tonight's public hearing. He stated the plans and <br />specifications have been completed. <br />Public Works Director Lee stated that based on those plans and specifications, the estimated <br />construction cost is about $4,6001ess than what had been estimated at the time that the feasibility <br />report had been put together. <br />Public Works Director Lee stated that the Council could either table the matter, terminate it, or <br />approve the Resolution. He stated that should the Council choose to proceed with the project, <br />staff recommends adopting Resolution 6301, which would order the project, etc. <br />• Tom Thomalla, 2127 Bronson Drive, asked the Council whether there would be a street light at <br />that intersection and a no parking sign posted along the curb on Raymond Avenue and Belle <br />Lane. <br />Mayor Linke stated there was not a street light scheduled as of this time. <br />Public Works Director Lee stated neither were in the plans at this time, but that could be changed <br />based on the Council's direction. <br />Mr. Thomalla requested the Council approve a street light and no parking signs in the <br />aforementioned locations. <br />Mayor Linke stated Mr. Thomalla could get a petition from the Public Works Director for the <br />installation of a street light and proceed with getting signatures. <br />Mr. Thomalla asked if other options had been explored, and Mayor Linke addressed a few <br />options that had been considered. <br />Mr. Thomalla asked the Council if the City would pay for the cost of a variance and permit for <br />him to build a privacy fence if this project would go forward. Mayor Linke stated that he would <br />vote against that. <br />Council Member Many stated the matter could be brought before the Planning Commission to <br />determine if there was a hardship, and if the Planning Commission did not find a hardship, it <br />could be appealed to the City Council. <br />
