Mounds View City Council August 9, 2004 <br />Regular Meeting Page 12 <br />• Glenn Baron, Lancer Company, stated that the 18 percent substitutes for the gratuity. He stated <br />the reason for the policy for cancellations having to be paid for without 120 days is that there <br />isn't sufficient time to rebook. <br />Council Member Marty brought up a concern regarding different organizations such as Boy <br />Scouts, Girl Scouts, Band, etc., not being able to afford renting the Community Center because <br />of the rates, and it is one of the Council's responsibilities to try and provide a Community Center <br />for the groups. He wondered if 300 hours a year was an adequate amount of time to provide for <br />that. <br />Economic Development Coordinator Backman stated that that using 300 hours provides greater <br />flexibility than using the 11 days that they had in the past as there was a net increase in the <br />number of hours available for nonprofits to use the space. <br />Council Member Gunn asked what the applicant's plans were for staffing the Community Center. <br />Roy Wylin, Canyon Grill, stated they planned to schedule a regular set of office hours on site for <br />two to three days a week to do tours, handle menu meetings, and that the rest of the time they <br />would be 12 minutes up the road in Coon Rapids. <br />Mr. Baron stated they had staff who could be down in a matter of ten minutes, and it would be <br />based on need. <br />• Council Member Marty asked if they went with Canyon Grill, whether they would be kicking out <br />the tenants that the Mermaid had. <br />Economic Development Coordinator Backman stated that in discussions with the Canyon Grill, <br />they would be willing to entertain leasing to In the Word, but his recommendation was that that <br />not exceed one year. He felt that if it were more than one year, the lease should really be with the <br />City. He stated the applications have gone to Ramsey County relative to tax exemption, but that <br />is not assured. He stated the only one that is assured a property tax exemption in 2005 is the <br />YMCA. <br />Council Member Marty asked if the lease with In the Word is a month to month lease. <br />Cindy ,the Mermaid, stated they have a one year contract with them until the end of this <br />year, and they have expressed interest to continue on from one to three years. <br />Council Member Stigney asked whether that money goes to the Mermaid or towards the City's <br />lease. <br />Cindy stated that it goes to the Mermaid. She stated in the way they have proposed it, it <br />would go to the City to be able to accommodate that tax break. <br />• Council Member Stigney asked if they were to sublease to the Canyon Grill, would the money go <br />to them or to the City. <br />
