Mounds View City Council August 23, 2004 <br />Regular Meeting Page 5 <br />Public Works Director Lee stated that the area was never meant to be perfectly mowed grass, and <br />that the area is on the punch list for the County Road H2 project. He stated they will be doing a <br />second seeding and a cleaning. <br />Elaine Veenstra stated that black dirt needs to be brought in, and Public Works Director Lee <br />stated that he concurs with that. <br />Peggy Little, 5539 St. Michael St., stated she has concerns regarding the value of the homes in <br />her neighborhood due to the group home moving into the neighborhood. She stated she felt the <br />City Council should take a proactive approach to notifying residents when they become aware of <br />a group home moving into a neighborhood. <br />Mayor Linke stated the City Council had no reason to know about it, and as a City there was <br />nothing they can say no to. He stated that her point is well taken, and that this is not something <br />that they have run across before. <br />Lindsay Little, 5539 St. Michael St., stated his concern regarding the three large windows being <br />put into the group home that will be facing his home, and he stated he had asked Access <br />Minnesota if they would put a privacy fence in along the properly line. He asked the City <br />Council if they would allow him to put a fence in if AXIS Minnesota would not put one in. <br />Dave Jahnke asked how many people are allowed in a residence. <br />Planning Associate Prososki stated that state statutes allow group homes to serve up to six people <br />within a residential district, and they don't need a special permit to do that. <br />Council Member Quick stated he has asked the City Council to put a referendum on the next <br />ballot to see if residents want to hire apart-time code enforcement officer. <br />Jong Woo, 5527 St. Michael St., stated she is next door to the group home, and her house is <br />currently on the market. She asked the Council if she is legally required to inform prospective <br />purchasers of her home that a group home will be moving in next door. <br />Mayor Linke stated that a real estate person would be able to answer that question. <br />Ms. Woo stated that AXIS Minnesota had paid $200,000 for the property, which made no <br />common sense. <br />Rod Melbo, 5606 St. Michael St., stated he felt the Council should start putting restrictions on <br />what can go into a neighborhood. <br />Mayor Linke stated that legally they couldn't, and that all they can do is make sure they meet the <br />building codes and zoning codes. <br />• <br />
