To waive the reading and approve Resolution 6462 <br />Approving the SBM Fire Capital Improvement Process and Designate the Project Management <br />Team. <br />Mayor Marty stated this was laid out very well, and he liked the fact of designating the project <br />management team. <br />Council Member Thomas stated that it would be nice to receive regular updates on the <br />construction calendar with the bids, the site, etc. <br />Mayor Marty asked City Clerk/Administraor Ulrich to keep them posted on anything he felt was <br />noteworthy. <br />Ayes-5 Nays-0 Motion carried. <br />7. Resolution 6463 Supporting the Purchase of Land for the Fire Station. <br />MOTION/SECOND. Gunn/Thomas. To waive the reading and approve Resolution 6463 <br />Supporting the Purchase of Land for the Fire Station, and to correct the word "Purchase". <br />Council Member Stigney stated he had a reservation with it being open-ended and no price limits <br />at all. <br />• Ma or M stated that the total was not to exceed $8.4 million. <br />Y ~Y <br />Finance Director Hansen stated that negotiations are largely completed, and it's a matter of doing <br />soil testing to make sure there are no contaminates on the site. He stated that the purchase price <br />for the six acres is $700,000. <br />Council Member Thomas asked whether Blaine had an estimated bond schedule for how much of <br />the bond they were going to release at a time for sale. She stated she assumed they weren't going <br />to list the entire amount at once. <br />Finance Director Hansen stated that he believed that the plan was to sell the entire $8.4 million at <br />the same time, and it would all end up being spent within about two years, which meets the IRS <br />regulations for spending down. He stated that they were not going to sell the bond until they had <br />received the bids on the major contracts. <br />MOTION. Stigney. To amend the motion at the second whereas clause to say, "Whereas, it is <br />proposed the Blaine EDA purchase land for the fire station not to exceed $700,000." <br />Mayor Marty stated that if the land would go over $700,000, they would be holding up the sale. <br />Deputy Chief Kruger stated that the preliminary indications are that there are no problems that <br />are going to require any major cleanup or monitoring of wells.
