Mounds View City Council February 28, 2005 <br />Regular Meeting Page 9 <br />• MOTION/SECOND. Gunn/Thomas. To approve the Community Survey Questionnaire as <br />amended. <br />Ayes-4 Nays-0 Motion carried. <br />(Council Member Stigney abstained because he didn't support the questionnaire.) <br />F. Resolution 6469 Approving a Contract with RecNet to Provide Recreation <br />Softwear. <br />City Clerk/Administrator Ulrich announced that this program would be used for the Park and <br />Recreation Program administered by the YMCA, and it allowed Internet access for customers to <br />view recreational programs and availability on line. He stated it will cut down transaction time, <br />allow people to register on line, and allows cash, credit card, or check payments. He stated there <br />will be a $2,400 initial two-day training fee. <br />Council Member Thomas voiced a concern regarding Mounds View being liable for a security <br />break on credit card numbers on Line. <br />City Attorney Riggs advised that the reality was that they would be liable anyway under the Data <br />Practices Act; however, if they are negligent and do something erroneously, they are required to <br />indemnify the City, so it puts the City in the best position possible. <br />• Ma or M asked if the on final stickin oints had been worked out. <br />Y ~Y g gp <br />City Attorney Riggs explained how the problems had been worked within the contract, and that <br />everything had been taken care of. <br />Council Member Flaherty asked how big of a need there was for this program. <br />Jeanette Stevens, who will be running the software, stated that everything is currently being done <br />by hand, and this would be really huge for them marketing-wise. <br />Council Member Flaherty asked if this is in the 2005 budget. <br />Finance Director Hanson informed that what happens is at the end of each year there is a transfer <br />from the General Fund to the Community Center Fund, and it may be more or less than what was <br />budgeted. <br />Council Member Stigney asked whether receipts would be generated by the program. <br />Ms. Stevens stated that it would generate a receipt. <br />• Council Member Stigney asked whether it would make refunds on credit card payments, and Ms. <br />Stevens stated that it would. <br />
