Mounds View City Council May 23, 2005 <br />Regular Meeting Page 12 <br />Mr. Amundsen asked if this addresses public services. <br />Mr. Dietrich stated that it does not address the needs based on square footage noting that a <br />request was put out to all City Staff Department Heads to provide comments. <br />Mayor Marty asked if the study is still available for viewing at library. <br />Director Ericson stated that he would check and if not he would make sure a copy is there for <br />public review. He stated that he would also include a copy on the City website. <br />Mayor Marty closed the public hearing at 9:08 p.m. <br />Council Member Flaherty stated that he sees this as a tool that provides critical information as to <br />what is going on in the area. He found the comments included to be very interesting and <br />referenced the transportation issues. He stated that the general growth in this area has been faster <br />than what the current freeway system can handle. He stated that it is recommended that both the <br />City and County determine available options to improve transportation and provide better <br />mobility. He expressed concerns regarding the potential increase in traffic through the City <br />noting that Mounds View is not the only City involved in this major re-development. He stated <br />that the TCAAP project in Arden Hills in addition to projects in New Brighton and Shoreview <br />would have a definite impact on the road systems and should be included in these considerations. <br />He stated that they should determine who is responsible for payment as developments occur and <br />the roadwork is done. <br />Council Member Gunn stated that US Highway 10, County Road J and 35 are all part of the big <br />scheme of things with the 35W Coalition. She stated that US Highway 10 has been discussed for <br />a long time noting the need to expand is being pushed up to go as far as County Road J. She <br />indicated that this was also on the books to be redone due to the growth in the area. <br />Mr. Dietrich stated that the AUAR document did what it was supposed to do by bringing together <br />the various agencies and to have this group of agencies focused on a specific area. He stated that <br />issues were identified and solutions have been put together to resolve them. He acknowledged <br />that it does take funding and resources to make it all happen noting that the entire region has a lot <br />to gain from the discussions of the AUAR. <br />C. Public Hearing to Consider a Variance Appeal to Reduce the Front Parking <br />Setback to Zero Feet at Ace Supply company Located at 4749 Old Highway <br />8. <br />Director Ericson stated that the applicant is proposing to expand the property on the east side of <br />the lot to zero feet. He stated that 30-feet of green space would remain and reviewed with <br />Council. He stated that there was a deficiency of parking on the site and based on City Code, <br />requirements would be 112 parking spaces. He acknowledged that there is a huge discrepancy in <br />• what is there for parking and what is required. He stated that the Plan was presented to the <br />Planning Commission and a public hearing was held noting that it was determined that there was <br />
