Mounds View City Council May 23, 2005
Regular Meeting Page 17
Police Chief Sommer stated that no fees would be charged for calling 911.
Mayor Marty asked if this is something the City has to do or they won't have 911 services.
Police Chief Sommer confirmed stating that the City Administrator and City Council could voice
their concerns but the consolidation would take place as planned.
City Administrator Ulrich explained that this shifts the burden to the County tax levy noting that
suburbs are now picking up more than the share they had before. He stated that the actual impact
to tax payers would be greater as they are picking up the dispatch for the City of St. Paul. He
stated that they should re-figure the formula used.
Council Member Gunn expressed concerns regarding the potential impact on efficiencies and call
answering.
Police Chief Sommer explained that there would be one center and it can be designed to work
very efficiently. He assured Council that it is not a huge issue noting that the Dispatch Policy
Committee would be the Committee reviewing how the service is being delivered and would
determine how the center would be structured in the future.
Mayor Marty asked if the Council has to take action on this issue right now.
• City Administrator Ulrich clarified that the Council does not have to take action right now. He
stated that Staff has asked the County to provide further information on the potential impacts to
the taxpayers and the information has not been received yet.
Mayor Marty moved to postpone the decision.
Council Member Stigney asked Police Chief Sommer if there were any problems with the
structure of the resolution verbiage.
Police Chief Sommer stated that he has no problems with the structure of the resolution
Mayor Marty rescinded the motion to postpone the vote. He stated that he would like to see at
least one Mayor and one City Council Member, per City, involved or represented on the Board
that oversees the delivery of the service once it becomes operations. He stated that his concern is
equal representation for all Cities.
MOTION/SECOND. Flaherty/Gunn To approve Resolution 6534 regarding the Consolidation
of 911 Dispatch Services in Ramsey County.
Ayes - 4 Nays-0 Motion carried.
•
