Mounds View City Council June 13, 2005 <br />Regular Meeting Page 15 <br />• make it happen noting that it would require a permit from the County and the County might not <br />approve access onto Long Lake Road. <br />Mayor Marty asked if this would be TIF eligible. <br />Community Development Director Ericson stated that it is possible that it could be TIF eligible <br />adding that he would be willing to look into it and update the Council. He stated that if the <br />Council does not feel that this is worth pursuing they could explore the possibilities with Ramsey <br />County. He stated that for peace of mind it would be good information to know. <br />Mayor Marty asked if they have talked with Mr. Harstad about the possibility of taking some of <br />the properties out onto County Road H2. <br />Community Development Director Ericson stated that this option was not discussed noting it is <br />possible but it would involve costs. He stated that they would be looking at the acquisition of <br />two lots in addition to rerouting two driveways. He stated that it would provide an alternative <br />access but also looking at costs someone would have to pay for. <br />Council Member Stigney stated that the Rice Creek Watershed District is going to be looking at <br />this property and suggested asking them to look at the possibility for alternate access points. He <br />explained that the reason he agrees with Council Member Flaherty suggestion to table this <br />decision is due to the legal issues. He stated that there is a homeowners association involved and <br />suggested waiting to see what they come up with. He stated that they should hold off to see how <br />everything works out first between the Rice Creek Watershed District and the Homeowners <br />Association. <br />Mayor Marty agreed that this is a valid point noting that after talking with Mr. Harstad it is his <br />understanding that his intention is that he would begin construction as soon as he receives his <br />permits. <br />Council Member Stigney expressed concerns noting that at the meeting it appeared that he was <br />trying to appease everyone. He stated that the City should not get in the middle of it at this point <br />and suggested that the council allow it to take its course. <br />Mayor Marty stated that he is concerned that if Mr. Harstad does get his approval from the Rice <br />Creek Watershed District, at that time he will start to break ground. His concern is that he would <br />state that he already has his equipment in place and plans completed and now to step back to do <br />studies they would have to go back to the Rice Creek Watershed District for further approvals. <br />Mr. Harstad is asking the Rice Creek Watershed District for what is currently on the plans. <br />Council Member Stigney acknowledged stating that it would be advantageous to step aside for a <br />short time. <br />• Council Member Thomas agreed that there is the possibility that what they decide here tonight is <br />not going to change Mr. Harstad's schedule and agreed that he would begin construction as soon <br />
