Mounds View City Council June 13, 2005 <br />Regular Meeting Page 8 <br />• Public Works Director Lee clarified stating that in the staff report he stated that he did <br />recommend using the City Hall irrigation system for $12,000 and the park lighting for $50,000. <br />He stated that they are looking at combining all of the pathway projects and plan to schedule all <br />of the projects for 2007. <br />Mayor Marty acknowledged stating that he had only caught the $152,000 in budgeted <br />expenditures. He stated that he would not want to take another $86,300 from the special project <br />fund because they were not funded. <br />Public Works Director Lee clarified these items are included in the special projects fund. He <br />stated that all including $12,000 for the City hall irrigation system, $50,000 for park lighting, <br />$20,000 for pathway rehabilitation and $70,000 for the County Road H2 pathway. He stated that <br />they are looking at combining all of the pathway rehabilitation projects and the pathway on <br />County Road H2 into one larger project for 2007. He stated that the projects would be removed <br />from 2005 and budgeted for 2007 and the plan would include all pathway paving. <br />Mayor Marty stated that as far as the air conditioning, he does question it in light of the City's <br />current budget and taxing of residents. He acknowledged that the majority of the funding would <br />be taken from park dedication adding that he would like to see a clear justification as to why they <br />actually need air conditioning in this structure. He stated that the justification should include the <br />type of groups that would utilize the building, the types of usage and the type of equipment <br />. needed. <br />Council Member Stigney stated that it was his understanding that the money would not be used <br />in 2005 but would be in the future. He expressed concerns stating that if they spend it now it <br />won't be available for future projects. <br />Public Works Director Lee recapped stating that Council wants to schedule the public hearing at <br />the time it comes back to City Council for contract award. He stated that in terms of the <br />advertising, the general process is to place a notification in the local newspaper. He stated that <br />typically, with a public hearing where assessments are involved a notice is sent to affected <br />residents within a 500-foot distance and asked Council if they should send individual notices to <br />affected residents or only a general notification. <br />City Clerk/Administrator Ulrich suggested mapping out an area near the park within 500-feet <br />similar to planning applications in addition to general notification using the local newspaper and <br />City website. <br />Council Member Gunn stated that the City did send out notices to the affected neighbors during <br />the Hillview project and also when they did the skate board project. <br />The Council agreed by consensus that they are comfortable with the 500-foot notification process <br />and the local newspaper as long as all residents are made aware of the project in some form. <br />
