COUNCIL BUSINESS. <br />A. 7:05 Public Hearing and Resolution 6593 Approving the Development <br />Agreement to provide $250,000 in Tag Increment Financing (TIF) Assistance <br />to SYSCO Food Services of Minnesota to facilitate expansion of the business <br />located at 2400 County Road J in Mounds View. <br />Economic Development Coordinator Backman stated that SYSCO Minnesota in Mounds View <br />has outgrown its' existing parking areas and would like to add approximately 100 parking stalls <br />for passenger vehicles and 53 for truck parking. He stated that SYSCO Minnesota has estimated <br />• that the expansion project would cost approximately $1.2 million. He stated that SYSCO <br />Minnesota has requested $250,000.00 in TIF assistance to pay for redevelopment costs including <br />stormwater management and wetland mitigation. He stated that Staff recommends that Council <br />adopt Resolution No. 6593 approving the development agreement to provide $250,000 in TIF <br />assistance to SYSCO Minnesota with the two caveats discussed during the EDA. He explained <br />that instead of a three-year term it would be a two-year term at 30-percent. <br />Mayor Marry clarified that the EDA discussed this issue extensively and it was 30-percent and <br />was changed to 50-percent in order to cover the two-year term. <br />Mayor Many opened the public hearing at 8:32 p.m. <br />Mayor Marty closed the public hearing at 8:33 p.m. <br />Council Member Stigney stated that his concerns are that SYSCO has exceeded their required <br />space and would now like to expand into the wetland, which is land they deeded to the City as <br />passive use and now want to use it as heavy industrial and use TIF money to do it. He stated that <br />if SYSCO wants to expand into a wetland and get the land back for free he doesn't have a <br />problem with that because they gave it to us and now want three acres back but they should do it <br />themselves without asking for TIF money from the TIF District to support that operation. He <br />stated that he is sure they can do it themselves, but if they can't and upper management doesn't <br />• think it is a good thing to do then they should do it. He stated that the City does not need another <br />53 semi-trucks coming into the City. <br />
