Mounds View City Council September 12, 2005 <br />Regular Meeting Page 16 <br />• Mayor Marty noted number 5 in the resolution indicating the letter of agreement for construction <br />administration services with SEH was to not exceed $46,000. He stated he would like to hold <br />that to the "fire" too. He noted there is also a $5,000 contingency fund. Mayor Marty reviewed <br />the exhibits and what this construction company has done, noting that Exhibit 9B indicates <br />contract overruns. Based on those rates, he is concerned the City Hall project would be in excess <br />of $100,000. He advised that some of the items are changed as the project goes along but he <br />wants to hold everyone's "feet to the fire" to come in as close to the original contract as possible. <br />He stated he wants to make it clear there are no "bells and whistles." <br />Councilmember Thomas expressed concern with the big difference in the bid amounts for the <br />moving and storage contract. <br />Public Works Director Lee stated Staff had the same concerns and went over the contract three <br />separate times with Truc-King. They also toured City Hall. He advised they advertise a <br />guarantee to beat all other bids. He stated AAA Movers indicated they were not interested in the <br />work but would put in a bid, which is why the bid is high. <br />Mayor Marty asked Council for their comments on the alternate bid for the tower entrance. <br />Councilmember Stigney stated his support to remove the contingency. <br />. Councilmember Gunn stated she would like it left in. <br />Councilmember Thomas stated that while it is pretty, it is not needed. <br />Mayor Marty stated the Council needs to justify everything to its citizens. <br />Councilmember Gunn stated the tower would make it easier for people to find City Hall. <br />Mayor Marty agreed the tower would set the building off and make it appear different than the <br />community center. <br />Councilmember Gunn pointed out the tower would also set precedent for the Highway 10 <br />redevelopment. <br />City Administrator Ulrich advised that the tower bid came back higher than anticipated and that <br />is a lot of money. He stated the current problems with the vestibule will be resolved and it still <br />has a nice appearance without the tower. <br />Mayor Marty stated he would prefer using the $30,000 on the trails or something else that is <br />needed. <br />• Councilmember Gunn stated she would support removing the tower entrance if the $30,000 is <br />applied to the sign. <br />
