Mounds View City Council September 26, 2005 <br />Regular Meeting Page 12 <br />• Councilmember Thomas asked if there is an idea of the yearly maintenance costs. Public Works <br />Director Lee estimated it will be virtually zero maintenance except for minor maintenance once <br />in a while. He stated the systems are rugged and reliable so there is very little maintenance until <br />replacement in 25-30 years. <br />Mayor Marty stated he also reviewed the County contract and asked if the City already pays for <br />the signal system power. Public Works Director Lee stated that is correct. <br />Mayor Marry stated if the lights were changed to LED, the power would be reduced. Public <br />Works Director Lee stated the City is already in the process of switching the lights to LED. <br />Mayor Marty noted the contract indicates that only vehicles responding to an emergency as <br />defined in Minnesota Statutes can operate the system. He asked the Police Chief if they can be <br />set off by law enforcement personnel while in pursuit to alleviate a possible accident. Police <br />Chief Sommer answered in the affirmative. <br />Mayor Marty noted the contract indicates Ramsey County will receive a report each time the <br />system is used and asked if the City can also get a report. Public Works Director Lee stated the <br />City will not get a report unless that is requested. <br />Mayor Marty noted if the County deems the system is being misused, then they can turn it off. <br />He stated he would like the City to also get the report so they are aware of how often the system <br />• is being used. Public Works Director Lee stated he can make that request and noted the reports <br />are probably periodically monitored by Ramsey County. <br />Mayor Marty stated he is happy the cost came down a little. Public Works Director Lee stated <br />the cost came down enough to cover the City's cost to advertise for bids. <br />MOTION/SECOND: Gunn/Stigney. To waive the reading and adopt Resolution 6601 Awarding <br />a Construction Contract for the Emergency Vehicle Preemption (EVP) Installation Project. <br />Ayes-5 Nays-0 Motion carried. <br />F. Resolution 6623 Approving the Renewal of the 2005-2006 School Resource <br />Officer Agreement Between the Cities of Mounds View and New Brighton <br />and ISD #621 <br />Police Chief Sommer stated this contract is up for renewal for the 2005-2006 school year. He <br />reviewed that last year there was discussion about this and the amount to contribute for this <br />position was reduced in order to fund a third sergeant police position in the Mounds View Police <br />Department. The amount was reduced from roughly $12,500 to $7,400, which is paid by <br />Mounds View to New Brighton to fund the School Resource Officer. Police Chief Sommer <br />advised that New Brighton is committed to have this officer in place regardless of the funding <br />• and it has .already been approved by the school district. He stated that New Brighton would <br />probably like the funding increased if Mounds View would like to do so. <br />
