Mounds View City Council September 26, 2005 <br />Regular Meeting Page 15 <br />Mayor Marty noted the indication that this is an exempt and non-union position, so it is a <br />management position. He asked if this should be salaried and not hourly. City Administrator <br />Ulrich clarified that it is a salaried position and exempt from overtime but broken down in the <br />report to show the hourly rate. Currently Ms. Crane does qualify for overtime pay. <br />Mayor Marty commented that Ms. Crane has done a great job and grown into the job. He stated <br />he does not know what the City would do if she left and he believes this is well warranted. He <br />advised that during his exit interview, former Finance Director Charlie Hanson stated that his <br />department and all departments are understaffed but if an Assistant to the City Administrator <br />could cover some duties from each department, all would be helped out. He noted that Ms. <br />Crane has been doing that all along and he saw it as an excellent suggestion by Mr. Hanson. <br />Councilmember Thomas asked if the old position would be phased out. City Administrator <br />Ulrich stated the position would be vacated and taken off the books so it would not be filled. He <br />noted it is not in the budget to be filled next year and if, in the future, it is to be filled, Council <br />can look at it at that time. <br />MOTION/SECOND: Marty/Flaherty. To waive the reading and adopt Resolution 6638 <br />Authorizing Assistant to the City Administrator job description and appointing that position to <br />Desaree Crane. <br />• Councilmember Stigney stated he thinks Ms. Crane does an excellent job and he is happy to see <br />her go towards this position. .However, he does not support filling it using Stanton 6 to justify <br />the salary of a $9,000 immediate raise and another 3% raise at the beginning of the year when <br />someone is started at Step 5. He noted the Human Resources Committee, of which he is a <br />member, has been looking at alternatives to Stanton 6. He does not think the Council should deal <br />with Stanton 6 in .the trading of new jobs. Rather, it should be followed through on the <br />promotions through the steps for the existing jobs. He suggested the Human Resources <br />Committee be allowed to look at other options, such as property based tax rates of comparable <br />cities. He stated he thinks it is the wrong time to proceed with this. <br />SUBSTITUTE MOTION: Stigney. To Postpone consideration of Resolution 6638 Authorizing <br />Assistant to the City Administrator Job description and appointing that position to Desaree <br />Crane, until resolved by the Human Resources Committee. <br />Councilmember Gunn read the memorandum that indicates there is no Stanton 6 matching these <br />duties and that the .Human Resources Committee did review the job description and <br />recommended Ms. Crane be reclassified. <br />Councilmember Stigney stated he serves on the Human Resources Committee and did not make <br />that statement at all. What was asked is to go out and point existing duties at this time, not <br />creating a new position based on Stanton. <br /> <br />
