Mounds View City Council September 26, 2005 <br />Regular Meeting Page 19 <br />City Administrator Ulrich advised that Payroll/Utility Technician, Debbie Jasper, has assumed <br />several important human resource duties since the vacancy of the Assistant City Administrator at <br />the end of 2002. The Payroll/Utility Billing Technician was asked to take over these duties, and <br />for those duties continues to be compensated an additional 5% of her base pay (Resolution 6006). <br />The Human Resource duties that were added to the position deal with payroll, insurance <br />coverages, and reporting to the State as well as safety inspections. <br />City Administrator Ulrich stated this is an important job and he does not see these duties <br />changing to another position because of their relationship to payroll. This position is budget <br />neutral, there is no additional compensation other than the 5% increase would remain permanent. <br />Mayor Marty noted Ms. Jasper has been doing this job and the action would make it official. <br />City Administrator Ulrich stated that is correct. <br />MOTION/SECOND: Thomas/Gunn. To waive the reading and adopt Resolution 6640 <br />Authorizing the Payroll/Utility Billing Technician Job Description and appointing that position <br />to Debbie Jasper. <br />Councilmember Stigney questioned the job description and suggested reference to the golf course <br />be stricken since there will be no golf course. He asked about processing health, dental, <br />reporting new hires, and whether there is an overlap with Ms. Crane's responsibilities. City <br />Administrator Ulrich stated these duties relate to payroll and there is no overlap. <br />• A es-5 Na s-0 Motion carried. <br />Y Y <br />J. Resolution 6641 Authorizing the Transfer of Assets .from The Bridges of <br />Mounds View Golf Course to the Mounds View Parks and Recreation <br />Department <br />City Administrator Ulrich that this resolution authorized the transfer of golf course equipment <br />and items to the Park and Recreation Department as well as a list of items to be sold at the <br />October 20, 2005 auction. Council authorized an auctioneer and Staff is working with them to <br />get these items ready for auction. The actual auction will proceed with closure of the property. <br />City Administrator Ulrich advised that a number of items have been identified by the Parks and <br />Recreation Department as being necessary and desirable for the City's operation and would come <br />from the golf course. City Administrator Ulrich presented Exhibit A and explained it was <br />reviewed by Public Works and Parks and Recreation Staff and the Parks and Recreation <br />Commission to assure the City really needed this equipment, storage needs are addressed, as well <br />as maintenance costs associated with this equipment. The list was developed based on that input. <br />City Administrator Ulrich stated the golf manager reviewed the list of items to be auctioned and <br />expanded it to include Exhibit B, dated September 19, 2005. He advised of the last minute <br />adjustments that were made and provided to the Council tonight. City Administrator Ulrich <br />• noted that Medtronic has not requested the ability to purchase the irrigation system and pond <br />aerator and that can be considered on the October 3, 2005 agenda.
